City of Denton is Hiring a D.E.C. Control Room Operator Near Denton, TX

This requisition expires on September 26, 2024, but may close earlier if the position is filled prior to the expiration date. 
Responsible for all operational aspects of the plant, including personnel and equipment safety during the shift by coordinating, directing, and performing all operational check-outs of plant equipment, and systems. Conducts responsibilities in accordance with the organization's policies and applicable laws. In the absence of Operations Supervisor, the Control Room Operator is the senior most representative of the operations team.Essential Functions:
  • Ensures proper start-up and operation of the generating units and auxiliary plant equipment from inside and outside the control room.
  • Completes operational log entries and turnover of proper documentation for communication to other shifts.
  • Supports the operational readiness of the Generation Facility not limited to fuel systems, generating units, auxiliary equipment, and other environmental controls.
  • Provides on-the-job training and operational direction to Plant Operators.
  • Administers LOTO (lock-out/tag-out), confined space, and hot work procedures.
  • Assist in Development of plant specific production operating procedures.
  • Responsible for day- to-day operation of the power plant to ensure the safe, cost effective, efficient and environmentally sound production of bulk electrical energy.
  • Performs troubleshooting and documentation and assists in the resolution of problems.
  • Monitors and ensures compliance of all safety policies and procedures with all employees including contractor personnel.
  • Maintains full operational knowledge of plant distributive control systems.
  • Assists or fills in for Plant Operator as needed.
  • Represents the plant’s best interest at all times.
  • Supervises compliance of all safety policies and procedures with all employees including contractor personnel.
  • Assigns cleaning areas for shifts and/or personnel.
  • Assesses the capabilities of the operation staff and analyzes deficiencies.
  • Supervises and directs the overall plant production activities.
  • Maintains regular and punctual on-site attendance
Additional Duties:
  • Complies with all safety policies, practices and procedures.
  • Participates in proactive team efforts to achieve departmental and company goals.
  • Provides input/documentation for parts, tools, and safety equipment as needed.
  • Provides evaluation and qualification feedback to Manager for assigned personnel.
  • Assists in contractor supervision during planned and unplanned outages and/or other plant requirements.
  • Performs other duties as assigned
Minimum Qualifications / Acceptable Equivalency:
  • High School Diploma/GED or equivalent.
  • 5 years prior Power / Process plant experience.
OR
  • Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job

  • Ability to read and interpret P&IDs, and electrical one-line, schematic, and logic diagrams.
  • Knowledge of and ability to apply the basic principles of physics, chemistry, thermodynamics, heat transfer, fluid flow, and combustion.
  • Knowledge of instrumentation and control concepts.
  • Thorough knowledge of electrical theory and how it is applied in a power plant environment.
  • Thorough knowledge of plant hazards and approaches to protecting both personnel and equipment.
  • Thorough knowledge of corporate and plant policies and regulations.
  • Thorough knowledge of plant environmental regulations and compliance requirements.
  • Thorough knowledge of Fire and Accident Prevention Techniques and methods of responding to fire and accidents in the plant.
  • Knowledge of first aid and CPR.
  • Thorough knowledge of the system flow paths, operating theory, requirements, and limitations of the engine, generator, auxiliaries, and all balance of plant systems and equipment, as it pertains to his/or job duties.
  • Knowledge of plant water treatment systems operating theory, requirements, and limitations including chemical feed equipment, demineralization system, water pretreatment equipment, and water quality control system as it applies to his/her job duties.
  • Knowledge of action required in case of an accidental release.
  • Knowledge of the principles of equipment lubrication as it applies to his/her job duties.
  • Knowledge of the operation and limitations on pumps, fans, conveyors, compressors, heat transfer equipment, piping components as it applies to his/her job duties.
  • Thorough knowledge of equipment, system, and plant protective schemes, sequence of operation and response to abnormal conditions.
  • Knowledge of safe techniques for handling gases and chemicals.
  • Ability to interpret, diagnose, and respond to plant emergencies.
  • Thorough knowledge of air and water quality requirements, and the associated emissions / reporting, monitoring equipment as it applies to his / her job duties.
  • Thorough knowledge of factors affecting plant emissions (air, water, and noise).
  • Thorough knowledge of Balance of Plant systems start-up, normal operation, emergency, and shutdown of plant.
  • Thorough knowledge of equipment isolation and tagging procedures.
  • Experience with Computerized Maintenance Management Systems.
  • Experience responding to plant abnormal situations, alarms, and emergencies.
  • Thorough knowledge of the location, purpose and proper use of the plant safety equipment.
Preferences:
  • Experience aligning, switching, isolating, and paralleling electrical equipment and systems.
  • Five years prior Power / Process plant experience.
  • Bilingual in Spanish and English
Conditions of Employment:
  • Must have and maintain a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state required minimum automobile liability insurance within 90 days of hire per state law)
  • Must pass a drug test, driver’s license check, criminal history background check, and social security number verification check
  • Must pass a physical examination
  • Must be able to work rotating shifts and / or overtime when requested
