Job Title: Accountant - Payroll SpecialistDepartment: Finance
FLSA Status: Non-Exempt
Grade: 105
SUMMARY: Primary person for processing payroll and oversight of time entry documents submitted by departments. Responsible for the bi-weekly processing of citywide payroll, quarterly 941’s and UCT6. Under the direction of the Sr Accountant and Finance Director, will perform a variety of accounting-related activities including monthly accounting allocations of employer-paid benefits, and reconciliation of payroll liability accounts. Administrative duties supporting the Finance Department include vendor file maintenance. Serves as primary point of contact between HR, Finance, and Departments for payroll and timekeeping.

  • Demonstrate competent knowledge of all divisional Key Functions and their associated processes.
  • Gain a thorough understanding of the Payroll and Benefits modules in MUNIS to provide best support to HR and departments for payroll processing, while maintaining proper segregation of duties.
  • Reconcile timesheets to data entered by departments in MUNIS payroll module.
  • Process bi-weekly payroll in partnership with HR, to include preparation of transfers of payroll taxes to IRS, and deposits to HSA, and retirement accounts (Mission Square) and verify all other deductions withheld from employees pay, including garnishments reports and payments.
  • Maintain all payroll processing reports generated by MUNIS.
  • Prepare a variety of State and Federal reports, including UT6, 941, 945 and other monthly, quarterly and annual reports and related bank transfers
  • Oversee year end W-2 report processing and forms.
  • Work closely with accountant to ensure accurate recording and distribution of payroll and benefits.
  • Work closely with HR to maintain and reconcile insurance payments to insurance accounts.
  • Assists and trains other City staff in financial processes such as payroll (time entry).
  • Coordinate with Accounts Payable to ensure Payroll vendors are paid timely (garnishments, United Way, transfers to Thrift Plan).
  • Coordinate with HR to organize payroll and retirement plan data for annual thrift plan audit and OPEB data requests.
  • In collaboration with Sr Accountant, create & maintain vendor files based on W-9s from vendors (to maintain proper separation of duties for Accounts Payable accountant).
  • Coordinate payment of primary benefit providers (HR coordinates with benefit providers regarding additions, changes and terminations; Payroll Accountant confirms account coding on invoices; HR Director signs payment approval of benefit invoices; Accounts Payable pays the invoices).
  • Use accounting and timekeeping system payroll accounts to track benefit invoice discrepancies for prompt adjustment (coordinating with HR specialist; maintain monthly reconciliation for Sr Accountant)
  • Reconcile monthly all insurance deductions to insurance payments and coordinate with HR specialist to insure proper increases/decreases to deductions.
  • Demonstrates continuous effort to improve operations, decreases turnaround times, streamlines work processes, and works cooperatively and jointly to provide quality seamless internal and external service.
  • As part of accounting pool, create, enter, review and/or approve General Journal Entries (JEs) and Budget Amendments/Transfers in coordination teammates to ensure adequate oversight and segregation of duties.
  • Support Accounts Payable Specialist as needed in other administrative and clerical responsibilities in the accounting department, including documentation management, grant reporting, answering telephone, and assisting internal and external customers.
  • Performs other related duties as assigned.
SUPERVISORY RESPONSIBILITIES: Supervision of other city employees is not required of this position but must be capable of enforcing the city purchasing policies. Support, coordination, training, and assisting other department staff is required.
QualificationsEducation and Experience: Bachelors Degree in Accounting or related topic and three (3) years of work experience involving payroll processing or High School Diploma and eight (8) years of work experience in accounts payable and payroll processing. Local governmental experience preferred.

  • Ability to utilize mathematical formulas; add and subtract, multiply and divide totals; determine percentages.
  • Ability to interact with people (staff, supervisors, general public and elected officials) beyond giving and receiving instructions to include tactfully mediating conflicts and achieving positive results.
  • Ability to perform under maximum stress when confronted with short deadlines, heavy workloads, conflicting interests and high customer demand.
