The IT Infrastructure Division Manager position is a member of the IT Leadership Team responsible for leading and managing a team of IT Infrastructure professionals. This position has network design-level responsibilities for expanding and maintaining the performance of the city network.
- Develops, installs, and maintains new and existing components of infrastructure systems.
- Defines, develops, and maintains documentation for the administration and authorization of infrastructure systems in accordance with requirements; assesses the impact of infrastructure modifications and technological advances; reviews infrastructure penetration points to identify and mitigate vulnerabilities; validates the success of changes implemented and documents system modifications.
- Manages, programs, and configures network infrastructure devices, storage devices, servers, and multiple virtual environments.
- Manages and administers firewalls, VPNs, and traffic control for WAN / LAN management.
- Contributes to security design and protection systems.
- Advises and consults with other city departments concerning IT infrastructure systems.
- Prepares time, equipment, personnel, and total cost estimates.
- Assists and makes recommendations related to planning and setting infrastructure standards.
- Develops and maintains a replacement/upgrade strategy for infrastructure systems.
- Manages and supervises infrastructure team personnel and projects by training, assigning, directing, supervising, evaluating, and disciplining personnel.
- Establishes vision and goals for fiber maintenance. Manages fiber supervisor to provide direction, evaluation, and discipline of personnel.
- Works with fiber supervisor to establish and document fiber maintenance policy, practices, procedures, and documentation methods.
- Manages responsibilities of all telecom, cellular, and VOIP communications systems.
- Designs and recommends network and infrastructure changes; makes recommendations on appropriate physical and technical security controls; partners with internal staff to apply and monitor controls.
- Assists with the development of system security policies and procedures. Assists with the creation of systems security documentation, including but not limited to systems security, backup and recovery, risk management, continuity of operations, and incident response plans.
- Develops, recommends, and administers network monitoring and alerting systems.
- Performs related duties as determined by the IT Director.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION
- Knowledge of NIST SP 800 publications and related standards.
- Knowledge of CJIS requirements.
- Knowledge of Windows, LDAP, Active Directory Domain Administration, and firewall management systems.
- Knowledge of IT audit, IT risk, systems administration, network, and application security concepts.
- Knowledge of regulatory compliance requirements and risk management.
- Knowledge of computer systems and/or telecommunications operations and principles.
- Knowledge of IT security systems, software, methods, techniques, and practices.
- Knowledge of server and endpoint security including delivery methods and verification and monitoring systems.

SUPERVISORY CONTROLS
This position reports to the Information Technology Assistant Director while the Information Technology Director provides direction in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities.

Guidelines include industry best practices, state and local requirements and statutes, vendor and technology standards and manuals, and department and city policies and procedures. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK
- The work consists of varied management, supervisory, and technical duties. Frequent changes to technology contribute to the complexity of the position.
- The purpose of this position is to manage city information technology infrastructure systems. Successful performance helps ensure the efficiency and effectiveness of all city operations.

PHYSICAL DEMANDS/ WORK ENVIRONMENT
- The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, walking, bending, crouching, or stooping. The employee frequently lifts light and occasionally heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, and distinguishes between shades of color.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over assigned personnel.
- Graduation from an accredited* college or university with an Associate’s degree in Information Technology, Computer Science, Management Information Systems, Network Engineering, or closely related field; and
- Three (3) years recent experience leading projects and/or supervising personnel or divisions; and
- Six (6) years recent, progressively increasing experience administering enterprise-level IT Networks and Firewall Security responsibilities (i.e., program/routing layer 2/3 network switches, LAN/WAN Management, firewall administration, fiber optic network administration, managed PRI and LEC circuits, wireless system networking and design, WLAN administration, VPN config and administration, internet content & antivirus filtering administration, access control administration, storage area network administration); and
- Two (2) years recent experience expanding/designing enterprise networks (programming isolated secure VLANs; routing table design & implementation; switch config backup/recovery, DMZ/Proxy); and
- Two (2) years recent experience installing and connecting network hardware devices (splicing fiber, making ethernet cables, pulling cables, creating rack layout diagrams; design rack power requirements, and boring and installing underground cabling).
Note: A Bachelor’s degree in Information Technology, Computer Science, Management Information Systems, Network Engineering, or closely related field substitutes for one (1) year work experience, not to include experience leading projects and/or supervising personnel or divisions.
*Accredited through an agency recognized by the U.S. Department of Education (USDE) or the Council for Higher Education (CHEA).
