Job Description

The Planning Director is seeking a responsible individual to perform routine and complex technical and professional work in projects related to general planning with a strong emphasis on land use and land development activities. Assist the Director in providing technical and staff assistance to the general public, and several boards, commissions and committees including, but not limited to, the Planning Board, Conservation Commission, City Council, Zoning Board of Adjustment, Heritage and Arts Commissions. Some of the job responsibilities may change based off applicants interests and skill set. Options include but are not limited to, transportation, GIS, and conservation.

This is a full-time, 40 hour per week, exempt position. $1,359.20 to $1,969.20 per week. Full time benefit package offerings available. Position is open until filled.

DUTIES AND RESPONSIBILITIES (Except as specifically noted, the following functions are considered essential to this position. The listed examples may not include all duties found in this class):

  1. Reviews applications to the Technical Review Committee and Planning Board (site plans, subdivisions, lot line adjustments, transfer of development rights, conditional use permits), at times the Zoning Board (variances, special exceptions, equitable waivers, various appeals) and City Council as needed. Prepares recommendations to the Planning and Zoning Boards, and others Boards or Committees as assigned.
  2. Initiates enforcement proceedings when land use regulation or code violations occur; investigates, prepares letters and/or contacts property owners by phone; works with the City’s Legal staff if unresolved, including involvement in related court proceedings.
  3. Assists Conservation Commission and conservation efforts including reviewing conservation commission applications (conditional use permits, impacts to wetlands, wetland buffer, conservation land, and state permits). Assists Open Lands Committee with conservation efforts. Writing public meeting notices, decision letters, findings of fact, and minutes as required.
  4. Consults with customers regarding conceptual reviews, development options, and processes provided for through Zoning Ordinance, Site Plan Review Regulations, and Subdivision Regulations. Answers general questions regarding floodplain information, regulations, and general community information and in general assists public with inquiries in person, by phone and email in a timely manner.
  5. Maintains all necessary records for day-to-day activities and permanent file.
  6. Assists in developing long-range strategic plans, including reviewing and updating the City's master plan.
  7. Assists in creation of Departmental newsletter, press releases and promotional or educational content.
  8. Attends Zoning Board, Arts Commission, Heritage Commission, City Council and other board/committee meetings as necessary; serves as the staff liaison to the committees, Boards, or commissions as assigned.
  9. Assists the Director with projects and proposals, and with the review and coordination of subdivision, conditional use permits, site plans, and minor lot line adjustment proposals.
  10. Assists stakeholders with understanding Dover’s development regulations and long term planning efforts.
  11. Make recommendations jointly with Director to amend Ordinances and prepares amendment language.
  12. Performs field inspections on projects and programs associated with planning and community development.
  13. Provides assistance to the Director in the areas of research, data collection, and preparing a variety of correspondence, memoranda, agendas, forms and reports.
  14. Makes presentations before staff and various groups. Participates and/or volunteers in local, state, and regional organizations and networks.
  15. Attends workshops, seminars and conferences related to Zoning, Code Enforcement, GIS, and special projects for professional development through networking opportunities and maintains working knowledge of writing and volunteer management.
  16. Establishes and maintains effective working relationships with employees, other departments and agencies, and the general public. Provides administrative coverage of phones and counter when needed.
  17. Maintains familiarity with and executes safe work procedures associated with assigned work.
  18. Performs other related duties as required.
KNOWLEDGE, SKILL AND ABILITY REQUIREMENTS: Considerable knowledge of principles and practices of state statutes and city ordinances pertaining to land use, zoning, conservation, and practices of municipal planning. The ability to prepare comprehensive research studies and technical reports. Must be able to make effective presentations before small to medium size groups. Proficient in Geographic Information Systems (GIS) technology including ArcGIS software a plus. Ability to maintain effective working relationships with department heads, employees, and the public and to communicate effectively and diplomatically both orally and in writing with state and federal agencies, private businesses, elected officials, community volunteers, potential developers, City staff, and the general public including formal presentations. Should have an intermediate understanding of the objectives, principles, procedures, practices, and information sources of municipal planning and development. Ability to work in an environment with a moderate noise level.
EDUCATION/LICENSURE/CERTIFICATION REQUIREMENTS: Minimum High School diploma and four (4) years of college with a Bachelor's degree with major course work in rural or urban planning, community development, or related field. Master’s degree in Planning and Community Development or related field is preferable. AICP a plus but not required.
