GENERAL PURPOSE:

Performs a variety of supervisory, skilled, technical and maintenance work in the operation, maintenance and repair of water treatment facilities and systems to ensure compliance with Federal and State laws, rules and regulations. Receives and responds to training in all aspects of the construction, maintenance, repair and replacement of the water production system, in order to provide labor and equipment operations at continually progressive levels of skill as outlined below.

SUPERVISION RECEIVED:

Works under the direct supervision of the Water Production Supervisor and general supervision of the Water & Wastewater Superintendent.

SUPERVISION EXERCISED:

None generally. May exercise routine supervision over lower level maintenance operators.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

This list of duties and responsibilities is not exhaustive and the hired employee may be expected to perform additional employment related tasks as needed to accomplish specific projects or assignments. May be assigned to varying work schedules, weekend work, and be called back to work as needed by the City.
Monitors the performance of all equipment, gauges and charts in the water treatment plant stations; Records statistical data concerning plant operations; Maintains, operates, calibrates, repairs and replaces equipment as necessary; Charts lab test results for trend analysis and maintains accurate records of analyses and test results; evaluates data and writes reports as required.
Operates and maintains the water treatment plant and pump stations; repairs malfunctions at the water treatment plant and pump stations; repairs gauges, pumps, filters and other controls and equipment.
Make contact with contractors, venders and representatives of professional organizations and may supervise same when working on plant property or water related equipment.
Monitors safe work practices of employees, contractors and visitors on plant property.
Collects samples and identifies concentrations of chemical, physical or biological characteristics of water required in accordance with local, state and Federal clean water requirements; Gathers and tests water samples for plant efficiency reports as required. Monitors and records water quality data.
Loads and unloads chemicals and other materials.
Maintains maintenance library and assists plant supervisor in monitoring the proper documentation of all maintenance work performed.
Trains and maintains lesser skilled operators in acceptable maintenance methods and procedures to assure safety of workers and quality of work.
Insures the proper maintenance of equipment and tools by cleaning and checking equipment and tools after use.
Drives pickup trucks in the loading, hauling and unloading of equipment as well as backhoes, skid steers, zero-turn lawn mowers, tractors, and light utility vehicles.
Performs routine inspection and preventive maintenance on assigned equipment and informs supervisor of defects or needed repairs and works with supervisor to assign work crews.
Cleans clarifiers, filters, tanks, and other basins.
Operates hand tools such as wrenches, shovels, hammers.
Operates electric and electronic analysis meters and devices.
Works in confined spaces, on temporary scaffolding, and on high structures; using self-contained breathing apparatus or filter masks, and/or climbing harnesses.
Performs all duties in conformance with appropriate safety and security standards.
Performs a variety of general custodial, maintenance, and landscaping duties.
Assists other Staff as directed.

PERIPHERAL DUTIES:

Maintains the drawings and schematics of electrical and other systems in the water treatment plant.
Monitors performance of electrical systems, circuits or equipment of the water treatment plant.
Monitors safety habits of all personnel on plant property and quality control of all maintenance and installation of equipment related to water production.
Fills in for Operations staff as needed; days, nights, weekends, and/or holidays.

DESIRED MINIMUM QUALIFICATIONS:

Education and Experience:

Graduation from high school or GED equivalent,
Supplemented by two (2) years post secondary college or technical training in biology, environmental science, chemistry, or a closely related field, OR
520 hours of technical training in electronics, electrical, mechanical, pipefitting, or any other related technical profession / program, OR
Seven (7) years of experience in a water utility, OR
Any equivalent combination of education and experience, with at least 5 years of actual experience and one year of education equivalent to one year experience.

Necessary Knowledge, Skills and Abilities:

Working knowledge of equipment, facilities, materials, methods and procedures used in water treatment plant maintenance and operation activities;
Perform a variety of physically demanding tasks on a regular basis.
Read instruments, measuring devices, and gauges.
Read and interpret water plant related trends, schematics, charts, prints, and specifications
Ability to perform heavy manual tasks for extended periods of time;
Ability to work safely;
Ability to communicate effectively verbally and in writing. Ability to understand and carry out written and oral instructions
Ability to read, write, and speak English at a level necessary for the satisfactory job performance.
Ability to establish and maintain effective working relationships with employees, other departments and the public.

SPECIAL REQUIREMENTS:

A renewable valid "A" Water Operator's License with the State of Oklahoma OR a "B" Water Operator's License along with a current Journeyman level certificate or an associate's degree or better in electronics, electrical, mechanical, pipefitting, or any other related technical profession / program. Valid Oklahoma State Driver's license with a driving record acceptable to the City's insurance carrier. Must live within 15 miles of Duncan Water Treatment Plant. Must have a working telephone for callback. Ability to work shift work.

TOOLS AND EQUIPMENT USED:

Motor vehicle, generators, pumps, gauges, common hand and power tools, shovels, wrenches, detection devices, mobile radio, phone, calculator, and a variety of lab equipment.
