RequirementsMOS Code: 021 (Coast Guard), 67A (Army), 0049 (Navy)Education and Experience : Bachelor's degree or higher in Public Health Administration, Management, Business Administration, Nursing, or related field and five (5) years of experience in a health care or medical environment to include two (2) years compliance or regulatory experience, including Health Insurance Portability and Accountability Act (HIPAA). Database and electronic healthcare record experience a plus. Licenses and Certificates : Texas Class "C" Driver's License or equivalent issued by another state. Must obtain a Quality Improvement Associate certification from the American Society for Quality within eighteen (18) months of appointment. General Purpose Under general direction, plan, develop and implement a continuous quality improvement plan. Typical Duties Manage and monitor the Department's compliance and quality improvement operations. Involves: Monitor service, delivery and compliance of regulatory standards and contractual standards for all federal, state, county and local grants. Build and maintain centralized compliance monitoring systems. Conduct program internal audits. Prepare findings reports and improvement plans. Participate in and maintain records and reports on funding sources audits. Monitor the integrity of the Privacy (HIPAA) Program. Develop and maintain systems to capture and report calls, investigations, and complaints in a format suitable for senior management and regulatory reporting. Maintain a current repository of department licenses, staff credentialing, policies, forms, plans, and protocols associated with Quality and Compliance available to all staff. Participate in Lean Six Sigma processes for quality improvement. Conduct internal compliance record reviews and prepare reports. Prepare and report on the department’s strategic plan goals and quality measures reports. Coordinate, implement, and monitor quality improvement initiatives. Maintain repository of policies, forms, plans and protocols associated with quality and compliance initiatives. Oversee implementation of the department’s workforce development plan. Monitor development of public health national accreditation requirements. Represent the City of El Paso and provide technical support, information and guidance on HIPPA/privacy compliance and quality improvement. Involves: Monitor internal and external centralized customer satisfaction surveys. Lead the department’s Quality Improvement Council, Compliance, and other committees and workgroups. Coordinate committee meetings, agendas, and minutes. Facilitate other communications and meetings as required. Develop compliance education materials, including organizational responsibility and regulatory topics. Perform ongoing compliance staff training and communication, including annual refreshers and new employee hire orientations. Help program managers and patients in resolving compliance concerns. Manage eligibility and placement of student internships and rotations throughout the various public health programs. Coordinate student intern clearance and placements. Maintain knowledge of required regulating standards including Federal, state, and local. Keep abreast of current trends in the field related to best practices that pertain to the populations served by City of El Paso Department of Public Health. Performs all other duties and responsibilities associated with position and as assigned by Health Director. Supervise assigned personnel. Involves: Schedule, assign, instruct, guide and check work. Appraise employee performance. Provide for training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially.
