City of Englewood Brand is Hiring a Risk and Safety Administrator Near Englewood, CO

POSITION SUMMARY

Responsible for the management, leadership, and innovation necessary to identify, evaluate, mitigate, and monitor the City’s operational risks. Develops risk and safety management tools, practices, and procedures to analyze and report risks, and to establish a safety-first culture. Receives and evaluates all claims by and against the City and oversees resolution of them and any corrective measures. Ensures the organization’s risk and safety management policies and strategies comply with applicable regulations, rating agency standards, and strategic planning of the organization. Analyzes risks within City facilities, parks, work systems and departments, reports findings and makes recommendations to City Council and the City’s leadership team. Provides key input into the organization and ensures alignment of risk and safety strategies with the organization’s vision, mission, and values.

DUTIES AND RESPONSIBILITIES

Essential Duties & Responsibilities

Risk Management

  • Oversees the development of or updates to and implements risk management and safety policies, procedures, training, and programs.
  • Manages risk and safety program effectiveness by creating metric dashboards, setting benchmarks, and assessing strategic measures.
  • Identifies and analyzes City-wide risks and hazards. Provides strategic direction on determining the most effective methods of minimizing and managing each risk.
  • Directs the City-wide operational strategies for loss control and safety programs throughout the City.
  • Manages the revenue, expenditure, and reserve practices to ensure fiscal responsibility relating to City property.

Claim Management

  • Conducts financial analyses of the insurance fund to determine adequate funding levels for risk retention to margin; compares and evaluates benchmarking ratios to ensure the integrity of the insurance fund. Prepares and manages the budget for the risk management division.
  • Manages the annual property and liability insurance policy purchase process. Evaluates needs for insurance coverage with a third party vendor, writes requests for qualifications or proposals for third party vendors and ensures responses are correct. Analyzes insurance bids, recommends the purchase of various types and levels of insurance based upon the overall bids and the price. Reviews insurance contracts provisions with the city attorney. Represents City insurance interests with various City boards and inter-departmental committees.
  • Directs and manages the operational strategy of risk transfer administration. Analyzes claims trends and develops statistics plans for employment change to reduce risk.
  • Manages the City’s claims handling and is responsible for reporting out meaningful claims information to the City’s leadership team.
  • Evaluates, oversees, and develops relationships with insurance brokers and excess carriers on insurance needs and reporting.
  • Manages and oversees the allocations for actuarial analysis and allocation methodology for the City’s work systems and departments.
  • Actively monitors claims processes and procedures, and works to streamline claims reporting and management.
  • Manages the administration of all claims, including: workers’ compensation, general liability, auto, and property claims.
  • In coordination with the City Attorney’s Office, negotiates and recommends the settlement of claims with attorneys, employees, and citizens.

Safety

  • Oversees the establishment and maintenance of a vibrant City-wide safety culture that features a continuous improvement mentality, and is characterized by high employee engagement.
  • Manages employee safety programs for the City by analyzing risk and safety needs based on compliance with safety regulations and organization standards; oversees or assists in safety training of City employees.
  • Advises and guides work system and departmental team members in identifying and recommending operational improvements that reduce liability and accident exposure.
  • Oversees the establishment and maintenance of a robust City accident and near-miss reporting system that provides regular reports to the City’s leadership team.
  • Supports the community resilience coordinator with planning, organizing, and administering the activities of the City-wide all hazard emergency management programs to promote preparedness, mitigation, response and recovery.
  • Acts as the Chairperson for the City’s Safety Committee.
  • Oversees the City-wide ergonomic safety program and proper stocking of ergonomic devices and supplies.
  • Demonstrates a respectful attitude toward customers and coworkers that promotes teamwork, open communication, and effective customer service.
  • Acts with the customer in mind, responds to requests promptly and provides effective services or solutions for customers.
  • Maintains confidentiality; exercises appropriate level of initiative and judgment to make decisions within the scope of assigned authority.
Other Duties & Responsibilities
  • May assist with special projects, employee activities or programs.
  • Performs system testing and develops ad hoc and legally mandated reports.
  • Represents City Attorney’s Office department on various committees and task forces.
  • Coordinates &/or assists with policy review and development.
  • Performs other duties as assigned and required.

PREPARATION AND TRAINING

Education
  • Bachelor’s Degree required; in Business, EHS Management, Risk Management or a related field preferred.
  • Must possess comprehensive knowledge of risk management practices, claims management process, workplace safety regulations, Colorado’s workers compensation, and self-insurance program practices.
Work Experience
  • Five (5) or more years of progressive experience in claims, Risk Management and/or worker safety required.
  • Two years of supervisory experience is preferred.
Certifications and/or Licensures
  • An Associate Risk Management (ARM) and Certified Safety Professional (CSP) designation is preferred. 
  • Required Driver’s License: A valid Colorado driver’s license and a clear or acceptable MVR is required.

 An equivalent combination of education, training and relevant job experience may be substituted.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge

Strong working knowledge of:

  • Risk Management practices, including claims management, workplace safety best practices and regulations, and Colorado workers compensation.
  • The Americans with Disabilities Act Amended Act (ADAAA) and the Family and Medical Leave Act
  • The Interactive Process as required under the ADAAA
  • Legal best practices and industry standards
  • Conflict resolution techniques

Intermediate knowledge of:

  • Statistical analysis
  • Microsoft Office Suite, including Excel
Skills and Abilities

Computer Skills - Strong skills needed to work with the City Information System and other City software. 

Communication - Strong customer service skills needed to interact with City employees, management, vendors, and applicants. Strong communication skills needed to prepare and deliver presentations.

Analytical - Strong skills needed to determine and/or identify level or critical nature of a personnel issue and the need to take action. Also needed to interpret and apply policies, procedures, and federal/state laws.

Project Management - Strong skills needed to administer various employee programs.

General Management - Basic skills needed for managing an internal function.

Mathematical - Intermediate skills needed to perform calculations including statistical analyses.

WORKING CONDITIONS

Work is performed primarily in a standard office environment, requiring sitting for extended periods of time, and occasional light lifting (up to 15 lbs.). Job requires visual and physical capabilities to perform work on computers and associated equipment for prolonged periods of time (4-6 hours daily). Some field work may be required to evaluate and assess claims or investigation of incidents.

SALARY RANGE

$96,624 - $144,937
