ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Conducts onsite inspections and re-inspections; investigates and determines existence and type of zoning, housing, signage, health, noise, animal, public safety, property maintenance and/or nuisance code violations and recommends corrective actions to bring about compliance; determines time frames for compliance achievement; issues notices of violations and citations;
  • Answers inquiries from and advises property owners, tenants, contractors and the public regarding compliance with zoning regulations, property maintenance standards, structure design standards, regulatory practices and current active code enforcement cases; responds to citizen complaints regarding potential code violations; conducts research regarding property ownership, current and past permits and applications, and applicable codes; coordinates code enforcement actions with other City departments and other governmental agencies when necessary;
  • Maintains accurate, complete records of complaints, inspections, violations and citations; prepares periodic written reports and spreadsheets detailing code enforcement activity and results for presentation to the Planning Commission, Public Safety Committee and City Council;
  • Consults with and coordinates activities with Planning Director, department personnel, City Manager, City Attorney, Municipal Judge and staff, City department heads and other City staff;
  • Plans, recommends, and implements code enforcement strategies and policies, develops code enforcement procedures and schedules; assists in preparing new municipal codes or revising existing ordinances;
  • Prepares correspondence to educate the public and advise individuals on the status of code enforcement activities;
  • Develops permit condition standards, streamlines checklists for user friendly enforcement;
  • Works with GIS Analyst to generate geospatial data related to code enforcement efforts;
  • Represents the City in court; testifies regarding code violations;
  • Assists at the department front counter with a variety of public inquiries and permit applications, and
  • Other related duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of city, county, state and federal laws and regulations pertaining to land use, zoning, building permits, property maintenance, health and public safety, animal regulations, fire, traffic disabled access and public nuisance; methods, procedures and techniques used in the identification, interpretation and enforcement of a wide variety of code violations; principles and methods of research and investigation related to code enforcement;

· Knowledge of evidentiary requirements for courts of law; applicable state and federal regulations regarding disabled access;

· Knowledge of customer service standards and procedures;

· Skill in developing policy and procedure documentation;

· Skill in operating business computers and office machines, including in a Windows environment, specifically Word, Excel, Access, accounting systems, and presentation software (such as PowerPoint);

· Skill in reading and interpreting plans and blueprints;

· Ability to work effectively with a wide range of constituencies in a diverse community;

  • Ability to recognize conditions that constitute code violations in the City;
  • Ability to use effective interpersonal techniques to interact with citizens and the public when explaining city health, public safety, peace, fire, traffic, zoning/land use codes and permit requirements;
  • Ability to analyze potential code violations accurately and adopt effective resolution processes;
  • Ability to research and interpret land use zoning, planning, and construction-related codes and investigations;
  • Ability to prepare comprehensive reports and deliver oral and written presentations;

· Ability to communicate effectively, both verbally and in writing;

· Ability to work under time constraints and meet daily, weekly and monthly deadlines;

· Ability to represent the organization in a professional manner, building respect and confidence;

· Ability to make procedural decisions and judgments involving sensitive and confidential issues under stressful conditions;

· Ability to maintain confidentiality;

· Ability to be persuasive and tactful in controversial situations;

· Ability to handle multiple tasks and meet deadlines; and

· Ability to work independently with minimal supervision.

MINIMUM QUALIFICATIONS

  • Education And experience:

a. High School Diploma or the equivalent (GED); AND four (4) years’ experience in municipal planning functions or municipal code enforcement;

OR

b. High School Diploma or the equivalent (GED); AND six (6) years’ business experience in a field which provides the knowledge, skills, and abilities required for this position.

  • Preferred qualification is certification by ICC (International Code Council) or AACE (American Association of Code Enforcement).
  • Must Possess and maintain a valid New Mexico Driver’s License AND be insurable by the City of Española’s auto/vehicle insurance.

Job Type: Full-time

Pay: $20.00 per hour

Expected hours: 40 per week
