Description
The City of Fairburn is seeking an experienced Building Operations & Maintenance Specialist with some semi-skilled experience working in maintenance, repair, adjustments and complex work functions associated with construction to ensure that City's buildings and facilities are properly maintained and meets City's standards. Reports to the Building Operations Director.
Hiring Range: $24.97 - $27.47 Hourly (Depending on qualifications)
Work Days/Hours: Monday - Friday
8:00 a.m. - 5:00 p.m.

JOB SUMMARY
This position is responsible for performing semi-skilled maintenance, repair, adjustments, and complex work functions associated with construction to ensure that City's buildings and facilities are properly maintained and meets City's standards. Reports to the Building Operations Director.
ESSENTIAL JOB FUNCTIONS
  • Performs preventive maintenance and general repair work on buildings and systems, including repairing heating, ventilation, and air conditioning (HVAC) systems and plumbing fixtures; replacing floor and ceiling tiles, defective parts, fluorescent bulbs and filters; collecting lint from dryers; painting walls, doors, and ceilings; and performing other minor repairs, such as fixing gutters and doors; ensures that operations and maintenance of buildings, equipment, and systems are in compliance with all applicable laws and regulations.
  • Repairs and maintains facility systems, components, and structures.
  • Performs some construction and renovation work as directed by supervisor.
  • Receives and completes work orders related to building operations and maintenance.
  • Identifies repair and maintenance projects requiring the assistance of contractors or vendors.
  • Operates a variety of machinery, equipment, and tools associated with constructing, remodeling, repairing, or maintaining buildings and systems, which may include a utility vehicle, back hoe, trencher, loader, air conditioner, chiller, air handler, boiler, heater, generator, pump, torch, heat gun, skill saw, drill press, drill, torch, gauges, meters, pressure washer, paint sprayer, carpenter tools, painting tools, power tools, mechanic tools, and diagnostic instruments.
  • Assists in monitoring inventory levels of parts, equipment, tools, or supplies; initiates requests for new or replacement materials.
  • Participate in and perform routine maintenance procedures on City owned or operated facilities. Tests machinery, equipment, and parts for proper operations; makes adjustments, repairs or replacements as appropriate.
  • Performs general cleaning/maintenance tasks necessary to keep machinery, equipment, and tools in operable condition, which may include inspecting equipment, checking fluid levels, replacing fluids, greasing equipment, washing/cleaning equipment, and cleaning shop and work areas; monitors equipment operations to maintain efficiency and safety; reports faulty equipment.
  • Utilizes precautionary safety equipment and monitors work environment to ensure safety of employees and other individuals.
  • Must be able to work a flexible work schedule if needed; respond to City emergency calls and closures during inclement weather, or other emergency situations to ensure City buildings and facilities remain operational.
  • Measures and cuts materials and performs other general labor duties.
  • Ensure the disposal of trash and other building and repair materials.
  • Respond in a courteous, timely, and effective manner to the needs, concerns and expectations of the City's internal and external customers.
  • Must attend specialized training, including safety and other training, as required by management.
  • Receives various forms, reports, work orders, invoices, price quotes, blueprints, diagrams, manuals, codes policies, procedures, reference materials, or other documentation, reviews, processes, forwards or retains as appropriate.
  • Communicates with supervisor, employees, other departments, vendors/ suppliers, sales representatives, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
  • Communicates via telephone and two-way radio; provides information and assistance; takes and relays messages or directs calls to appropriate personnel; returns calls as necessary.
  • Assist with special projects as needed.
  • Performs other related duties as assigned.
Qualifications
QUALIFICATIONS
Education and Experience:
High school diploma or equivalent supplemented by five (5) years previous experience and/or in facility maintenance, painting, plumbing, electrical work, construction, or general building maintenance/repair; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Licenses or Certifications:
Must possess a valid State of Georgia driver's license (Class C), and must have a satisfactory Motor Vehicle Record (MVR) as defined by City Personnel Policy.
Association of Certified Handyman Professionals (ACHP) or similar certification is preferred.
Special Requirements:
Requires an acceptable general background check to include a local and state criminal history check and an acceptable driving record. This position is deemed safety-sensitive and is subject to random alcohol and controlled substance testing.
Knowledge, Skills and Abilities:
  • Knowledge of basic arithmetic operations.
  • Knowledge of a wide range of repair and maintenance techniques.
  • Knowledge of building maintenance requirements.
  • Skill in operating and control the actions of equipment, machinery, tools and/or materials requiring complex and rapid adjustments.
  • Skills required to repair and perform maintenance of air conditioning, appliances, drywall, electrical, flooring, heating and cooling, kitchen and bath or and plumbing work, roofing and windows and doors.
  • Skill in operating hand tools, power tools, and other building maintenance equipment.
  • Skill in carpentry, electrical, and plumbing tasks.
  • Skill and comfort level with the use of a ladder to complete repairs as necessary.
  • Ability to safely perform carpentry, drywall, electrical, flooring, heating and cooling, remodeling, painting, plumbing work, pressure washing, roofing, windows and doors, and other related handyman/carpenter related duties.
  • Ability to affect routine repairs of City property, facility and equipment.
  • Ability to follow oral instructions.
  • Ability to provide excellent customer service to the citizens and other customers of the City.
  • Ability to organize, to coordinate, and to complete duties to meet scheduled deadlines.
  • Ability to work in a team-based environment and to achieve common goals.
  • Ability to lift and carry objects weighing between twenty-five (25) and up to seventy-five (75) pounds.
  • Ability to work in extreme temperatures for extended periods of time.
  • Ability to work in environment involving high risks with exposure to potentially dangerous situations or unusual environmental stress that requires a range of safety and other precautions.
  • Ability to use protective clothing or equipment, such as masks, coats, vests, hard hats, boots, goggles, gloves, etc.
  • Ability to calculate and/or tabulate data. Includes performing subsequent actions in relation to these computational operations.
  • Ability to exchange information for the purpose of clarifying details within well-established policies, procedures and standards.
  • Ability to utilize a variety of reference data and information.
  • Ability to calculate decimals and percentages.
  • Ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.
  • Ability to exercise judgment, decisiveness and creativity in situations involving a variety of generally pre-defined duties which are often characterized by frequent change.
  • Ability to perform limited travel as needed.
  • Ability to perform other duties as assigned.
PHYSICAL DEMANDS
The work is moderate work which requires exerting up to 50 pounds of force. Work requires regular and, at times, sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials. Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
WORK ENVIRONMENT
Work is performed in an outdoor environment. Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, disease, or pathogenic substances.
