POSITION DESCRIPTION
Under the direct supervision of the Public Works Director, this position is responsible for the managerial oversight of capital improvement projects, engineering design and construction management within the City of Fife. This position will lead a multi-disciplinary team overseeing consultant design and construction contracts for sanitary sewer, water, and storm drainage projects in connection with a variety of public works projects. Ensure that engineering designs comply with the City of Fife Standards, guidelines and requirements, and the latest editions, amendments, and revisions of the standard federal, state, and local agency design manuals. Assist Engineering staff with coordination and direction of consultants on assigned projects and studies. Communicate with agencies, the public, and City management. Answer questions, provide information, and resolve concerns and issues relating to public works projects.
ESSENTIAL DUTIES

  • Lead a multi-discipline team from concept development through design, construction and close-out of sanitary sewer, water, and storm drainage projects, directing team communication, goals, and efforts.
  • Serve as liaison between consultants, design engineers, environmental staff, real property agents, construction inspectors, maintenance supervisors, and crew chiefs on assigned projects.
  • Prepare and update project schedules, budgets, and work plans throughout life of projects.
  • Evaluate proposed or required changes to projects; determine the effects on scope, schedule, and budget; develop alternatives; formulate clear recommendations for management.
  • Analyze alternative designs and make cost effective recommendations.
  • Provide quality control and implement quality assurance for design plans, specifications, and engineering documents.
  • Prepares project status reports and develop project budget estimates, as required. Requests and reviews corrective actions when projects deviate from engineering estimates and contract documents.
  • Prepare and/or manage the preparation of technical memos/reports to discuss and address the findings and recommendations.
  • Manage the preparation of project deliverables, review and evaluate engineering plans, specifications, cost estimates, right of way plans and legal descriptions.
  • Reviews submittals required by the contract documents and manages the submittal process. Coordinates and directs field inspectors. Leads and participates in periodic construction meetings. Conducts job observation trips.
  • Checks progress documents submitted by consultants. Coordinates comment inclusion into the contract documents. Hold submittal review meetings.
  • Review environmental documents and evaluate environmental options.
  • Coordinate with utility companies and assist in preparation of utility agreements.
  • Prepare Requests for Qualifications/Request for Proposals and scopes of work for design consultant contracts.
  • Negotiate and administer consultant contracts.
  • Other duties as assigned.
Supervision
This position does not supervise but has oversight over engineering teams assigned to capital projects occurring within the City of Fife.
Contacts and Relationships
This position will have daily contact with contractors, City Employees, and residents, as well as outside organizations and regulatory authorities. They will be expected to present themselves in a manner creditable to the City in all contacts with any individual, business, agency, or jurisdiction with which they may come in contact.
EDUCATION, EXPERIENCE & OTHER REQUIREMENTS

Knowledge of:
  • Modern engineering methods as applied to the design, project management and construction of public works, public utilities, transportation, stormwater management and general construction.
  • Construction contract administration principles, documentation controls and practices.
  • Mathematics and formulas for civil engineering computations.
  • Interpersonal skills using tact, patience and courtesy.
  • Effective oral and written communication principles and practices to include public relations, public speaking and professional business letter writing.
  • Administrative program/project management techniques and principles.
  • Research methods and report preparation and presentation.
  • Knowledge of environmental law and permitting requirements for public works projects
  • Demonstrated recent experience in successfully managing projects, including preparing and monitoring scopes, budgets and schedules.
  • Experience in consultant contract preparation, negotiation and administration
  • Experience in developing project plans, specifications and cost estimates.
  • Skill in Microsoft Office (Access, Excel, Outlook, PowerPoint, Project, and Word) applications in daily work
  • Skill in problem solving and effectively manage conflict.

  • Ability to prepare written reports or technical memos based on the findings from project conceptual studies.
  • Ability to coordinate and facilitate productive meetings among employees, citizens, agencies, and other interest groups.
  • Ability to work independently and coordinate with staff/project team.
Education and Experience:
Any combination of education and experience equivalent to: a bachelor's degree in civil engineering, construction management, or a related field and two years of increasingly responsible experience involving complex analysis and design work of storm drainage, sanitary sewer, or water systems.
Licenses and Other Requirements:
Desirable: Engineer-in-Training or Project Management Professional certification.
Valid State of Washington Driver's License; and a driving record that meets the city's requirements.
Completion of position-relevant background check.

NON-REPRESENTED EMPLOYEE BENEFITS SUMMARY
The City of Fife provides excellent medical, dental and vision plans for the whole family; 14 paid holidays, paid leave that increases with years of service; and participation in the Public Employees' Retirement System (PERS).
Medical Coverage : The City offers Regence or Kaiser High Deductible Medical coverage and contributes to a Health Savings Account (HSA) or VEBA for eligible employees and their families. Medical, Dental and Vision premiums are 95% paid by the City for employee and dependents. The HSA/VEBA annual contribution is $2,500 for employees enrolling only themselves in medical and $4,000 for employees enrolling themselves and one or more dependents in medical. This benefit will be paid in accordance with IRS guidelines. The annual contribution will be made on January 25th of each year and will be pro-rated based on start date for new hires. The City also funds a Health Reimbursement Arrangement (HRA) for medical expenses incurred after meeting the plan deductible. Employees will have access to an HRA to cover medical expenses in excess of their deductible in the amount of $3,000 for employee only and $6,000 for family blend per calendar year.
Dental Coverage : Delta Dental with Orthodontia rider or Willamette Dental insurance is provided for eligible employees and their families.
Vision Coverage : VSP with second-pair rider is provided for eligible employees and their eligible dependents.
$400 opt-out : If a non-represented employee has other medical insurance coverage through another provider, they may opt-out of our coverage and receive an additional $400 per month. Dental and vision insurance coverage will continue at no cost to the employee.
Life Insurance Plans : The City provides basic life insurance of $20,000 at no cost for eligible employees. Employees can add additional amounts of life insurance as desired. The City also provides long-term and short-term disability plans for all eligible employees.
Deferred Compensation 457(b) : Income can be set aside on a pretax basis and invested for supplementation of normal retirement income. All employees can pick from MissionSquare (ICMA) or Empower (Edward Jones). City does not pay into program for employee. Employee's option to participate
Retirement : All employees of the City, except members of the Police are included in the Public Employees' Retirement System (PERS). Police Officers are included in the DRS LEOFF2 plan. For more information about DRS including current rates visit: drs.wa.gov
Paid Leave : City employees are entitled to receive paid holidays, sick leave banks, vacation leave and personal holidays depending on the appointment type. Regular full time employees earn 8 hours of sick leave each month and earn vacation leave starting at 12 day per year in the first year of service and increases with additional years of service.
Vacation Benefit : Accrual rate is eight (8) hours per month for the first year, plus one additional eight (8) hours per year thereafter, up to a maximum accrual of two hundred forty (240) hours per year. Annual carry-over (not to exceed) two years' equivalent amount of current accrual rate, as of each January 1. Accrued vacation not used at termination, paid at full rate.
Sick Leave: Eight (8) hours per month up to a maximum of 1600 hours. Accrued sick leave not used at termination, paid at the following rate:
1st 50 days = 25%
2nd 50 days = 50%
3rd 50 days = 75%
4th 50 days = 100%
Payment can be made to the employee's VEBA account. There will be no further consideration given for over two hundred (200) days.

Salary Increases : Based on satisfactory performance employees may be eligible for merit increases as determined by the City Manager.
Comp-Time : 1 ½ time off - hourly employees only (not eligible for exempt employees)
Overtime : 1 ½ pay - hourly employees only (not eligible for exempt employees)
Funeral Leave : Up to 3 days with pay (see Personnel Manual for approved uses).
Travel Reimbursement : Current IRS approved amount per mile will be reimbursed while on official City business, using employee's personal vehicle. Special documentation and reimbursement form required to be submitted.
Schooling/Training: Requires approval by the City Manager/Department Head or his/her designated representative prior to commitment. Up to 100% payment or reimbursement, based upon justification.
Conference/Conventions: Requires prior approval by the City Manager/Department Head or designate prior to commitment.
Credit Union Membership : All available services of a credit union are open to employees through TAPCO Credit Union, Harborstone Credit Union, Sound Credit Union and Washington State Employees Credit Union. Payroll deductions can be arranged.
Dues to Professional Associations: Up to 100% paid by City, upon approval of the City Manager/Department Head.
Notary Public Service : Provide at no cost by fellow employees who are notaries.
Payroll Program: The City has a semi-monthly payroll on the 10th and 25th of each month.
If a payday falls on a Saturday or Sunday, pay checks will be available on the preceding Friday.
Direct Deposit is mandatory.
Flex Time: Available only for exempt employees. Ability to adjust eight-hour work day, on a daily basis, early or late, depending on Department demands. City Manager/Department Head approval required.
