Additional Information: This position is posted with the full salary range indicating future potential earnings; however, the actual hiring salary for this position is dependent upon relevant experience and qualifications above minimum requirements and position funding. Administrative Duties

Under the direction of a Human Resources Manager, Deputy Director or Director, employees of this class are expected to perform advanced professional activities in one or more major functions of Human Resources/Risk Management such as classification, compensation, compliance, organization development, training, recruitment, benefits, and risk management.
This recruitment is for two Analyst vacancies in the Human Resources Department: Compliance/Training and Benefits/Leaves. Depending on your level of experience and needs of the department, if successful, the Hiring Manager will place you in one of the available positions. You only need to submit one application to be considered for both positions.
ADMINISTRATIVE DUTIES
  • Supervisory: This position does not have formal supervisory responsibilities; however, may lead and serve as a resource for other human resource team members.
  • Budgetary: This position assists HR/Risk Management Leadership with the budget by providing input on areas of need and/or opportunity, researching cost estimates and carrying out day-to-day activities within approved budget.
  • Strategic Planning: This position assists with identifying needs, developing and implementing short- and long-term goals for the Human Resources/Risk Management division.
  • Policies/Procedures: This position assists with developing and implementing personnel policies and procedures. The incumbent in this position also answers questions relating to Human Resources/Risk Management policies, procedures and practices.
  • Compliance: This position follows, ensures compliance with and enforces Federal, State, and Local regulations and City policies and procedures.
  • Council Communications: This position assists with making recommendations and presentations, writing staff summaries, ensuring performance measures are met, and balancing needs with Council's adopted priorities and direction.
  • Reporting: This position gathers information, completes reports, analyzes data and assists in reporting to Federal, State and Local agencies.

  • Provides excellent customer service to both internal and external customers.
  • Administers activities and services related to one or more Human Resources/Risk Management programs such as classification, compensation, compliance, organization development, training, recruitment, benefits, and Risk Management.
  • Researches and analyzes statistical data related to assigned functions or special projects, prepares reports, and written correspondence interpreting and explaining data, presents information and makes recommendations.
  • Plans, organizes, develops curriculum, and delivers training for City employees on various issues such as personnel policies and procedures, human resources processes, performance management, recruitment, compensation and classification, harassment, benefits, wellness, and risk management, etc.
  • Represents the Human Resources/Risk Management division in city-wide employee committees such as the Employee Advisory Committee.
  • Maintains, modifies, implements various human resource information systems and applications.
  • May be assigned to facilitate one or more modules of both New Employee and Supervisory Orientation.
  • Incumbents may be assigned to one of more functional areas, but may work in any area as required by organizational need.
  • Other duties as assigned.
  • Employee Relations, Training & Compliance
    • Responsible for compliance and reporting with the Equal Employment Opportunity Commission, Civil Rights Commission, Department of Transportation, and other Federal, State or Local reporting requirements.
    • Manages the City's Tuition Assistance Program.
    • Manages the City's Learning Management System (LMS).
    • Assists with identifying, developing and delivering relevant training to City employees.
    • Ensures accurate records of training and development programs are maintained.
    • Assists with the resolution of employee relations issues by investigating, analyzing and responding to appeals, grievances and employee complaints regarding discrimination, harassment, intimidation and retaliation.
    • Assists in monitoring, recommending, and reviewing disciplinary and termination documentation for completeness and organizational consistency.
    • Tracks employee relations interactions and documents appropriately.
    • Assists in conducting employee and supervisor counseling, exit interviews, responding to employee complaints and facilitating resolution of problems.
    • Benefits and Leaves
      • Oversees benefits administration and coordinates with the online enrollment vendor.
      • Coordinates information, correspondence and assistance to employees, the online enrollment vendor and insurance carriers regarding the City's benefits plans.
      • Participates in the Northern Arizona Public Employee Benefits Trust (NAPEBT) committees as requested.
      • Coordinates online open enrollment including preparation of communication and materials, scheduling and facilitating employee meetings and providing plan information to employees.
      • Develops and oversees the maintenance of the City's benefits website and collateral.
      • Coordinates all aspects of retirement plans with Arizona State Retirement, Public Safety Retirement, Elected Official and Deferred Compensation Plans.
      • Manages and administers leave of absence programs and policies in compliance with federal, state, and local regulations, and company policies.
      • Administers and manages leave of absence programs including FMLA, short-term disability, long-term disability, etc.
      • May provide support and guidance to employees and managers regarding ADA accommodations, conducting interactive processes, and maintaining accurate records.
Qualifications
MINIMUM REQUIREMENTS
  • Bachelor's degree in Human Resources, Business Management or Public Administration, or comparable curriculum.
  • Three years of experience in Human Resources in one or more major functions such as, classification, compensation, organizational development, training, recruitment, benefits and/or risk management/safety.
  • Or any combination of education, experience, and training equivalent to the above Minimum Requirements.
DESIRED EXPERIENCE AND TRAINING
  • Certification as Professional in Human Resources preferred.
  • Experience in public sector is preferred.
OTHER REQUIREMENTS
  • Must possess, or obtain upon employment, a valid Arizona driver's license.
  • Regular attendance is an essential function of this job to ensure continuity.

  • Language Skills: Ability to read, analyze, and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of the organization.
  • Mathematical Skills: Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. In classification and compensation, the ability to compute complex concepts such as standard deviation is required.
  • Reasoning Ability: Ability to apply common sense understanding, to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
  • Ability to research, make independent analysis, prepare, and present comprehensive written and oral reports of findings.

PHYSICAL REQUIREMENTS AND WORKING CONDITIONS
  • While performing the duties of this job, the employee is regularly required to verbally communicate. The employee is frequently required to sit; use hands or fingers to handle or feel; reach with hands and arms; and talk and hear. The employee is occasionally required to stand; walk; climb or balance; stoop, kneel, crouch, or crawl and taste or smell.
  • The employee must regularly lift and /or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.
  • Specific vision abilities required by this job include close vision, color vision, peripheral vision, depth perception and ability to adjust focus.
  • The noise level in the work environment is moderate noise.
