City of Flagstaff is Hiring an Economic Development Manager Near Flagstaff, AZ

Actively supports and upholds the City’s stated mission and values. Under direct supervision of the Community Investment Director and as part of the Economic Vitality Division, employees of this classification execute initiatives and activities that facilitate local business retention and expansion through management and coordination of the City’s economic development policies and programs.

ADMINISTRATIVE DUTIES

  • Supervisory: This job has full responsibility for supervision at the Program level (hires, directs, schedules, transfers, promotes, rewards, disciplines, and terminates other employees).
  • Budgetary: This job has full responsibility for budgeting at the Program level (prepares, implements, and manages) for the following types of funds and amounts: General Fund resources and BBB Special Revenue funds specifically including all Economic Development programs. This may include oversight of Federal grant funds as well. 
  • Strategic Planning: This job has full responsibility for strategic planning at the Program level (develops, implements, interprets, and manages long and short-term goals).
  • Policies/Procedures: This job has full responsibility for policies and procedures at the Program level (develops, implements, and interprets).
  • Compliance: This job has partial responsibility at the Program level (follows, assists in ensuring compliance with, and may enforce) Federal, State, and Local laws, rules, and regulations as well as City policies and procedures.
  • Council Communications: This job has full responsibility for Council communication at the Program level (makes recommendations and presentations, writes staff summaries, ensures Performance Measures are met, and balances needs with Council's adopted priorities and direction).
  • Reporting: This job has full responsibility for reporting to Federal/State/Local agencies at the Program level (ensures reporting requirements are met, trains others on reporting requirements and methods, and addresses discrepancies in reporting) for the following reports/agencies: Compliance reports to the Economic Development.

EXAMPLES OF THE WORK PERFORMED (ILLUSTRATIVE ONLY)

  • Provides excellent customer service to both internal and external customers.
  • Responsible for understanding the varied elements of the City's Economic Development programs, including principles and implementation of business attraction strategies, retention and expansion tools and efforts, workforce development resources and programs.
  • Establishes priorities of work within the Economic Development program.
  • Develops, implements, and manages the Economic Development budget, strategic planning, and policies and procedures.
  • Coordinates efforts with surrounding jurisdictions related to economic development.
  • Establishes measures to improve methods, use of equipment and software, changes in operations, working conditions, quality of work, and any necessary expansion to increase the efficiency of the program.
  • Has overall supervisory responsibility for the Economic Development staff and recommends employee hires, promotions, transfers, discharges, and disciplinary measures to the Community Investment Director.
  • Ensures that all Federal, State, and Local laws/regulations are being met within assigned area of responsibility.
  • Keeps the Community Investment Director advised of Economic Development matters through written and oral reports.
  • Attends conferences, conventions, and other professional meetings to remain current on Economic Development matters. Speaks before civic and professional groups on Economic Development matters.
  • Meets with lawmakers at the state level as necessary to influence policy development.
  • Oversees the business attraction and business retention work programs, targeting identified sectors.
  • Coordinates tradeshow and conference attendance, updated website coordination, pursues lead generation/business prospects for new and expanding companies through client meetings, site selector visits, and more while communicating information and providing progress to the Community Investment Director, City Management, Mayor and Council.
  • Other duties as assigned.

MINIMUM REQUIREMENTS

· Bachelor’s degree in business management, economic development/redevelopment, master planning, architecture, or a related field.

· Five years of experience directly related to municipal policies concerning economic development, redevelopment, business retention and expansion, business attraction, workforce development and planning. 

· Two years of supervisory experience.

· Or any combination of education, experience, and training equivalent to the above Minimum Requirements.

DESIRED EXPERIENCE AND TRAINING

· Master’s degree in business management, economic development/redevelopment, master planning, architecture, fine arts, or a related field.

· Relevant economic development certifications

· Five years of supervisory experience or more.

OTHER REQUIREMENTS

· Must have or consistently work towards obtaining IEDC Certified Economic Developers (CEcD) certification until achieved.

· Must possess, or obtain upon employment, a valid Arizona driver’s license.

· Evening and weekend work, as needed.

· Some travel is required.

· Regular attendance is an essential function of this job to ensure continuity.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES (ILLUSTRATIVE ONLY)

  • Model leader/manager behaviors and best practices in attendance, dress and representation of the City to employees and the public.
  • Ability to work in a fast-paced environment and to meet deadlines.
  • Extensive knowledge and understanding of Economic Development and Workforce Development programs, activities, facilities, and materials.
  • Extensive knowledge of federal, state, and local rules and regulations pertaining to Economic Development.
  • Ability to research, prepare, and present comprehensive written and oral reports to the Community Investment Director, City Management, Mayor and Council, and others as required.
  • Ability to provide leadership to staff, bring together and participate on teams and employ best practices in professional development, managing people and projects.
  • Ability to make difficult and independent decisions regarding Economic Development matters.
  • Working knowledge of cost accounting and budget procedures and practices.
  • Ability to develop and implement clear strategic plans, policies, and procedures.
  • Ability to analyze equipment, material, and human resource costs.
  • Ability to keep abreast of new developments in the Economic Development field/profession and desire to earn certification through CEDP - Certified Economic Developer Program and other similar relevant economic development certifications.
  • Ability to effectively analyze and effectively report upon operating conditions and problems, and to recommend or implement appropriate solutions.
  • Ability to establish and maintain effective working relationships with officials, boards, commissions, committees, other employees, and the general public.
  • Ability to present facts clearly and concisely, orally and in writing.

PHYSICAL REQUIREMENTS AND WORKING CONDITIONS

  • While performing the duties of this job, the employee is frequently required to use hands to finger/handle/feel, reach with hands and arms, talk or hear. The employee is regularly required to stand, walk, and sit, and is occasionally required to climb or balance, stoop, kneel, crouch, or crawl.
  • The employee must occasionally lift and/or move up to 50 pounds.
  • There are no special vision requirements for this position. 
  • There are no special working conditions for this position.
  • The noise level in the work environment is usually moderate.
