Administrative Duties

ADMINISTRATIVE DUTIES
  • Supervisory: This job does not have formal supervisory responsibilities.
  • Budgetary: This job does not have budgetary responsibilities but carries out day-to-day activities within approved budget.
  • Strategic Planning: This job does not have strategic planning responsibilities but carries out day-to-day activities in order to reach the stated goals and objectives.
  • Policies/Procedures: This job carries out day-to-day activities in accordance with established policies and procedures.
  • Compliance: This job carries out day-to-day activities in accordance with Federal, State, and Local laws, rules, and regulations as well as City policies and procedures.
  • Council Communications: This job carries out day-to-day activities in accordance with Council’s adopted priorities and direction.
  • Reporting: This job does not have duties related to reporting to Federal/State/Local agencies.

Examples of the Work Performed

  • Provides excellent customer service to both internal and external customers.
  • Participates in work crews performing a wide variety of maintenance, construction, and repair work on residential assets and projects.
  • Participates in and performs repairs as well as residential building maintenance to meet HUD minimum property standards and the REAC/PHAS specifications.
  • Operates hand tools and hand power equipment.
  • May operate heavy equipment.
  • Basic knowledge and participates in the preparation and care of landscape and Housing Authority grounds.
  • Using basic equipment, actively participates in all snow removal operations activities in a safe manner, as required.
  • May provide work direction to subordinate personnel and use personnel management skills to effectively address and resolve job related problems, as assigned.
  • May be assigned responsibility for the acceptable completion of a maintenance project, with little direct supervision.
  • Safely participates in such activities as helping load and unload equipment on trucks, trimming trees with power saws, landscaping, minimal construction work, building repairs, painting both exteriors and interiors, roofing, plumbing, minor electric work, window/screen repairs, carpentry and heating repairs.
  • Occasionally work from blueprints, sketches, building plans, and frequently follow oral, or written instructions.
  • May assist in estimating and requisitioning materials, supplies, and equipment needed to maintain residential facilities and projects.
  • Other duties as assigned.

Qualifications

MINIMUM REQUIREMENTS

  • High School Diploma or GED
  • One year of experience and/or training relating to building or grounds maintenance including:
    • Painting,
    • Custodial,
    • Drywall repair,
    • Plumbing
    • Heating or,
    • Electrical

DESIRED EXPERIENCE AND TRAINING
OTHER REQUIREMENTS
  • Must possess or obtain upon employment a valid Arizona driver’s license.
  • Complete two trainings within eighteen (18) months of employment, such as blood borne pathogens, asbestos awareness, fair housing and public housing overall maintenance from a certified professional association.
  • Must have the ability to be contacted and to respond in a timely manner and be willing and able to occasionally perform emergency work on evenings and weekends, if needed.
  • Regular attendance is an essential function of this job to ensure continuity.
  • Must be able to understand and carry out written and oral instructions, including work orders.
  • Must establish and maintain effective working relationships with other employees, the general public and housing authority residents.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES (ILLUSTRATIVE ONLY)

  • Ability to perform a wide variety of tasks that relate to various residential building and maintenance tasks.
  • Ability to acquire a working knowledge of the methods, equipment, and materials used in the care and maintenance of residential buildings and facilities.
  • Working knowledge of the hazards and applicable safety rules and precautions involved in equipment operation and general maintenance and construction.
  • Ability to work independently while exercising some independence and initiative in performing the responsibilities assigned.
  • Ability to understand and carry out written and oral instructions.
  • Ability to recognize and make repairs as necessary within assigned areas and report to supervisor.
  • Ability to perform a wide variety of manual labor for extended periods of time and under adverse weather conditions.
  • Ability to establish and maintain effective working relationships with other staff, supervisor, residents and the general public.
  • Ability to operate hand tools and heavy equipment, as required.
  • Must be able to operate various grounds and residential maintenance related equipment and various power tools such as mowers, line trimmers, blowers, snow blowers, aerators, chainsaws, power snakes, etc.
  • Basic knowledge of the hazards and applicable safety rules and precautions involved in equipment operation and building maintenance and development.
  • Ability to detect needed repairs and/or make necessary operational adjustments on equipment.
  • Ability to perform a wide variety of technical tasks that relate to landscaping, ground maintenance and various residential building and maintenance tasks.
  • Basic computer knowledge, such as Microsoft Office Suite (Word, Outlook).
PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT
  • While performing the duties of this job, the employee is frequently required to walk, use hands, reach with hands and arms, stoop, kneel, crouch, or crawl; regularly required to stand, sit, talk or hear; and occasionally required to climb or balance, or smell.
  • The employee must frequently lift and/or move up to 50 pounds, regularly lift and/or move up to 100 pounds, and occasionally lift and/or move greater than 100 pounds.
  • There are no special vision requirements for this position.
  • Working conditions include frequently working in outdoor weather conditions; regularly working in wet or humid conditions, and near moving mechanical parts; and occasional exposure to working in high/precarious places, extreme heat (non-weather), risk of electrical shock, and vibration.
  • The noise level in the work environment is usually moderate.
