DESCRIPTION
Patrols the City of Flint to prevent crime, arrest violators of law, protect life and property, investigate traffic accidents, control traffic and maintain law and order; performs related work as required.
SUPERVISION RECEIVED: Works under the supervision of a Sergeant or a command officer who reviews work for conformance with departmental orders and regulations.
DUTIES AND RESPONSIBILITIES

  • Patrols assigned areas on foot, horse, motorcycle, cruiser or aircraft using radio equipment to prevent crime, direct traffic, investigate traffic accidents and to enforce federal, state and local laws.
  • Investigates suspicious activities and apprehends persons endangering the public. Conduct investigations at the scene and gather, preserve and marks evidence pertaining to criminal cases and submit investigations for prosecution.
  • Consults with people regarding inquiries, complaints and information and makes proper disposition or refers to command officer.
  • Investigates traffic accidents to determine cause, takes statements, measurements and other evidence that may determine which party is at fault.
  • Maintains records on accidents, arrests, property damage and duty sheets. Appears as witness to accidents, crimes and other law violations as well as in probate and juvenile court. Prepares justice, circuit court records and probate court petitions and papers. Serves warrants and subpoenas.
  • May participate in special services functions as: water rescue squad, mounted patrol, communications, impounding automobiles, turnkey, crime research activities or surveillance of labor management disputes as required. May be assigned as school resource officer between Flint Police Department and Flint school system performing all duties customarily performed by school resource officer. May be assigned as mounted patrol officer performing all duties customarily performed by a mounted patrol officer. May be assigned as aircraft officer performing all the duties customarily performed by aircraft officers. May be assigned as dog handler performing all the duties customarily performed by dog handlers.
  • Escorts prisoners to headquarters for booking and is responsible for their safety and property while in custody.
  • Cooperates with prosecutor in preparation and prosecution of cases.
  • Checks security of residences and businesses while on patrol.
  • Provides public relations for the department by giving tours, speeches, information and assistance to general public.
MINIMUM ENTRANCE REQUIREMENTS

  • Must be certified or certifiable as a State of Michigan law enforcement officer.
  • Ability to operate an automobile safely and in accordance with traffic laws.
  • Ability to understand and adhere to the laws and rules of the department.
  • Ability to understand and follow oral and written instructions.
  • Ability to prepare written reports.
  • Ability to deal courteously and firmly with the general public.
  • Aptitude for, or skill in, the use of firearms.
  • Ability to qualify on physical strength and agility test.
  • Vision must be a minimum of 20/50 in each eye, corrected to 20/20.
  • Hearing must be normal in each ear.
  • Personal record such as to withstand rigid criminal and character background investigations
  • Ability to meet the mental standards of the job.
  • Ability and willingness to work in a manner that will not needlessly endanger the safety of one's self, other persons and equipment.
  • Possession of a good moral character as determined by a background investigation under procedures established by the City of Flint Police Department.
  • Have no felony convictions or high court misdemeanors.
  • Ability to successfully pass drug screening, physical and psychological evaluations.
NECESSARY SPECIAL REQUIREMENT(S):
  • Twenty-one (21) years of age inclusive on date of application. (Applicants who will attain minimum age within three (3) calendar months following date of examination shall be deemed acceptable.)
  • Possession of a valid Drivers License (a valid State of Michigan Driver's License will be required at time of appointment).

Physical Demands
While performing the duties of this job, the employee is frequently required to sit and talk or hear. The employee is regularly required to stand and walk; occasionally required to run and jump; use hands to finger, handle or feel objects, tools or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch or crawl; taste or smell. The employee must occasionally lift and/or move more than 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. The employee must be able to withstand exposure to traffic hazards continuously; withstand exposure to weather, wet conditions, high noise levels, hazardous materials and personal danger occasionally. The employee may, at any time, be at risk of personal danger including, but not be limited to, the result of an intentional attack by people and/or animals as well as environmental hazards. The employee frequently works in outside weather conditions. The employee occasionally works near moving mechanical parts; in high, precarious places; and with explosives; and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, extreme cold, extreme heat and vibration.

Retirement Program: City of Flint eligible employees participate in the MERS hybrid plan. The MERS Hybrid Plan offers you two important tools. The stability and security of a defined benefit plan, combined with the flexibility and investment choice of a defined contribution plan to help you achieve your retirement goals. At retirement, you'll receive a modest lifetime defined benefit (DB) and a separate defined contribution (DC) account you manage.
The DC plan requires an employee pretax irrevocable contribution of 1%-5% (Exempts employees contribute 5%). The employer pays the DB portion and matches the employee's DC contribution. (Maximum employer match is capped at 10% for both the DB & DC. DB is always funded first). Employee contributions are 100% vested. Employer DC contributions vest at 20% per year and fully vest after 5 years. DB portion vests after 6 years and is payable at age 60. The City of Flint is a reciprocal employer under Act 88
Insurance Benefits: The City of Flint offers medical insurance (HAP and BCBS of Michigan), dental and vision to eligible employees, their spouses, and qualified dependents. Life & AD&D and short-term disability are available for free to eligible employees after six months of employment. The City of Flint offers a $100 per month opt-out payment for any employee who has other insurance coverage through a spouse or former employer and chooses not to take the City's medical insurance.
Eligible employees can also enroll in flexible spending accounts for both medical and dependents. They have immediate access to the full amount selected while paying back that amount with pre-tax payroll deductions over the following year.
City of Flint eligible employees also participate in an HCSP plan for future retiree health care costs. Employees contribute $600 pre-tax yearly ($23.08 each pay they work and/are paid 40 hours regular wages) and the employer matches $1500 yearly ($57.70 each pay they work and/are paid 40 hours regular wages). This plan is available for use after termination of employment. (The employer match is vested 20% each year and 100% vested after 5 years.)

Voluntary Plans: The City of Flint also allows eligible employees to participate in voluntary supplemental programs. Aflac, Colonial, Equitable 457 plan and Mission Square 457 plans are available to employees. The 457 plans require pre-tax deductions. The 457 plans also allow employees to borrow up to 50% of their balance with a 5-year repayment schedule.
Professional Development: Eligible employees can apply for a $500 educational reimbursement per calendar year. Curriculums must be job-related courses from an accredited educational institution while maintaining a full-time employment status.
Student Loan Forgiveness: As an employee of the City of Flint, you may be allowed to participate in programs that forgive the balance of qualifying student loans. Information to help determine if you qualify is available from the US Department of Education.
Paid Holidays: Eligible employees receive holidays each year including New Year's Eve and Day, Martin Luther King Jr. Day, Memorial Day, Juneteenth, the 4th of July, Labor Day, Thanksgiving, Christmas Eve and Day. (** Sworn Officers receive Easter Sunday holiday instead of New Year's Eve holiday).
PTO (Paid Time Off): PTO is provided according to union contracts and/or exempt policies to eligible employees. Earned PTO balances carry over each year and are paid out at termination for any employee with 6-month seniority.
Flex (Comp Time): Sworn Officers are allowed to bank overtime at 1.5 hours x hours worked. Flex time is used as leave time and the employee is paid out for any unused eligible hours at termination.
