We are a full-service city comprised of nine departments, that include our own city staffed Fire and Police departments. Additionally, the city oversees a general aviation airport, a library, and a variety of recreational buildings, facilities, and activities. As a mid-sized organization providing a variety of services to both internal and external customers, employees are afforded the opportunity to perform varied work within their job classifications.
The Department:The Administrative Services Department is responsible for supporting fiscal transparency and accountability to the citizens of Fullerton, City Council, and City Manager with the delivery of financial information in accordance with State and Federal laws and accounting standards. Through its four (4) divisions of Administration, Fiscal Services, Budget & Purchasing, and Revenue & Utility Services, the Department manages and administers the City's finances and financial reporting, including treasury, budget administration, and debt issuance and debt issuance administration. The Department administers and oversees the City's day-to-day financial activities & operations, which includes general accounting, purchasing, payroll, accounts payable, general billing, utility services billing, and cashiering.
The Position:
Under general direction plans the work of and manages the Fiscal Services Division of the Administrative Services Department; provides highly responsible and complex managerial support to the Director of Administrative Services; establishes and ensures adherence to departmental accounting/budget standards and internal financial controls; is responsible for the completion of the budget and annual financial statements for the City and performs related work as required.Education and Experience:

Five years of responsible public sector finance experience, to include two years of supervisory experience in either the public or private sector.
Special Requirements:
- The City of Fullerton's Conflict of Interest Code requires that the Fiscal Services Manager file financial disclosure statements in accordance with State and local laws. Employees in this classification will be enrolled in the Department of Motor Vehicles Government Pull Notice Program.
- Valid class C California Driver's License and acceptable driving record at time of appointment and throughout employment in this position.
- Must be able to work a flexible schedule to accommodate City needs.
Candidates who successfully complete the assessment process for Fiscal Services Manager will be placed on an eligible list for the respective classification, which will remain in effect for at least one year or until an insufficient number of candidates remain on the list.
All employment offers, including appointment offers to City of Fullerton employees, are conditional based upon the successful completion of a medical examination performed by the City's designated physician, at City expense. Medical exams are administered to assess an individual's ability to perform the physical requirements of this position. In addition, City of Fullerton employees appointed to safety sensitive classifications and all new hires will undergo a drug screen.
All appointees will serve a 6-month probationary period.
