Under senior engineering supervision, the System Monitoring Specialist will determine locations, and facilitate and manage installation and management of field infrastructure such as flow meters, chlorine, pH and pressure sensors, leak detectors and other smart technology to assist with water, wastewater, and stormwater system management and modeling. Using system monitoring software and field infrastructure, this position will also be responsible for monitoring and reporting data to others in the Department.
Review current field infrastructure using system monitoring software, GIS maps and current hydraulic model reports, to identify areas of need for additional infrastructure placement.
Work closely with Distribution and Collection personnel to identify areas of concern and consistent issues that may benefit from additional infrastructure placement.
Prioritize and budget for a multi-year period to determine and procure funding for needed yearly field infrastructure additions.
Design field infrastructure installations, including specific location, type, construction considerations, and cost estimates.
Manage procurement and construction for field installations, including developing contract documents for bid or proposal, managing contractor field work, facilitating contractor and supplier pay requests and initiating necessary change orders.
Manage consultants or contractors hired for the purpose of design and construction of new field infrastructure, to ensure the City receives the best product.
Monitor software associated with various installed technologies and track and conduct maintenance on installed devices to ensure operational reliability.
Regularly track, analyze and report data results, especially data of concern, to identified Department personnel.
Coordinate with software and technology vendors to facilitate easier access to data by others in the Department through training, changes in software interface, or linkage to other Department software.
Assist City engineers and hired consultants with data collection to support wastewater collection, water distribution, and stormwater hydraulic modeling and master planning.
Coordinate with City operational and information technologists, and software and technology vendors, to ensure integration compatibility of new technology with existing City capabilities.
Maintain good communication and relationships with City personnel, engineers, developers, contractors, Federal State and Local officials, government employees and the public.
Conduct inspections of City projects to ensure compliance with Soil Erosion and Sediment Control codes and ordinances.
Perform other related duties as required.
Education and Experience:
High School Diploma or GED Required.
Minimum 5 years’ direct experience with construction of water distribution and wastewater collection systems, preferred.
Current wastewater collection and water distribution operator’s licenses, preferred.
Any equivalent combination of education and technical experience, which provides the minimum level of qualifications stated above, may be considered.
Licenses and Certifications:
Valid Class C Driver's License and a satisfactory Motor Vehicle Record (MVR).
Knowledge, Skills, and Abilities:
Knowledge of piping, fittings, valves, and other structures associated with water distribution and wastewater collection systems.
Basic knowledge of water distribution and wastewater collection system operation.
Ability to use a Topcon GPS surveying unit.
Ability to communicate clearly and effectively, both orally and in writing.
Ability to work successfully under emergency conditions, if required.
Ability to work outdoors in adverse conditions and remote locations.
Basic knowledge of Word, Excel and other office software, preferred.
Ability to work with a team in leadership and support roles.
Position qualifies for a 5% incentive based on attaining a Water Distribution System Operations & Maintenance License.
Position qualifies for a 5% incentive based on attaining a Wastewater Collection System Operations & Maintenance License.
