Summary

Plans, directs, and coordinates the activities, management and operations of the Riverside Water Treatment Plant or the Lakeside Water Treatment Plant, assuring safe and potable water is provided to the citizens.

Job Duties

Oversee all operations of the Water Treatment Plant; coordinates the work of subordinate employees who are responsible for drawing water from Lake Lanier and processing the water through a series of chemical processes until it is safe for public consumption.

Plans and implements methods and procedures to treat water more effectively and economically; tests new methods in the lab through jar and related tests; analyzes results before putting them into practice.

Inspects all forms submitted by plant operators such as daily work sheets, flocculator reports, sludge reports, pump and motor reports, chlorine weight reports, chemical weight reports, chemical feed reports, and filter backwash reports to ensure compliance with regulations on the quality of finished water.

Submits and maintains records and reports for state and federal authorities and the Corps of Engineers on power consumption, amount of materials and chemicals used, raw water treated, and finished water pumped into the system; backwashes filters as necessary.

Makes hiring recommendations and conducts performance evaluations on employees; selects and trains personnel; prepares time sheets and operator schedules; processes requests for annual and sick leave.

Inspects and calibrates equipment; assures routine and emergency maintenance and repairs are completed according to schedules; keeps records of all maintenance performed on equipment. Solicits bids for chemicals, supplies, materials, and equipment.

Prepares and submits to the Water Operations Superintendent an annual operating budget for the plant.

Attends conferences, workshops, seminars, and schools to maintain certification and keep up with techniques and equipment necessary to the plant operations and with changing state and federal rules and regulations.

Holds safety meetings to update the employees on the operations of the plant and new safety precautions.

Presents programs and conducts tours to establish good public relations.

Performs other related duties as required.

Employee subject to recall to duty in cases of emergency.

Minimum Qualifications

Education and Experience:

Bachelors Degree in Engineering or related field.

Six years experience in water treatment of which at least three years was in a supervisory capacity.

Any equivalent combination of education and experience which provides the minimum level of qualifications stated above.

Must be able to lift 50 lbs. as of 12/04/01

Licenses and Certifications:

Class I Georgia Water Treatment Certification.

Must possess a valid Class C Georgia driver's license and satisfactory motor vehicle record.

Knowledge, Skills, and Abilities:

Knowledge of the practices, principles, and supervisory techniques associated with water treatment plants.

Knowledge of the chemistry, characteristics, and treatment techniques of water.

Knowledge of laboratory equipment and procedures, and the processes involved in processing raw water into potable water.

Knowledge of State and Federal regulations regarding water treatment and purification.

Knowledge of the policies and practices of the Water Department.

Knowledge of Water Works operation and maintenance.

Knowledge of mechanical, electrical, and electronic operations and repairs.

Knowledge of accounting, bookkeeping, budgeting and bidding processes.

Ability to train personnel in the various jobs in the plant.

Ability to establish and maintain effective working relationships with subordinate staff members and the City administration.

Ability to communicate clearly and effectively, both orally and in writing.
