City of Golden Valley, MN is Hiring an Assistant City Engineer Near Golden Valley, MN

Summary of Position

The individual in this position assists the City Engineer with complex engineering and natural resources management tasks for the City. The Assistant City Engineer performs project and contract management, design and construction plan reviews, construction management for public improvement projects, and reviews and oversees in development-related private improvement projects. The individual in this role also assists with budget and Capital Improvement Plan (CIP) preparation and implementation, cost estimates, and progress payments for contractors. The Assistant City Engineer supports staff through task delegation, quality control and permit reviews, and coordinates with other City departments.

Essential Duties and Responsibilities

  • Perform engineering review of preliminary utility plans, construction plans, drawings, models, and specifications submitted by consultants, engineers and developers. This includes determining conformance to City guidelines, policies, ordinances, and technical standards.
  • Routinely coordinate with the City Engineer, Public Works, and Community Development staff.
  • Provide direction, technical assistance, and quality control review to support Engineering and Water/Natural Resources staff.
  • Provide technical support related to the Right of Way Management permitting program, sewer and water permitting program, and the Joint Water Commission Technical Advisory Committee, as necessary.
  • Draft and review Scopes of Work, Requests for Proposals, Requests for Qualifications, grant applications, and objectively evaluate engineering and other professional services proposals.
  • Assist in management and coordination of consulting engineers, providing project and contract management, project design, and construction services support.
  • Coordinate with Engineering and Public Works staff in the inspection of public and private infrastructure projects to ensure plans, specifications, and schedules are adhered to in accordance with City policy.
  • Perform and participate in transparent, robust, and equitable processes, including those related to planning, project implementation, community engagement, and other efforts that support the City’s Diversity, Equity, and Inclusion (DEI) goals, helping to foster an inclusive and welcoming community.
  • Provide coordination of infrastructure improvement projects of other government agencies working within the City.
  • Provide assistance with the management and reporting of the City’s Municipal State Aid Street system.
  • Attend and participate in meetings with the City Council, Joint Water Commission, and other boards and commissions as needed.
  • Communicate technical material, including project goals, process, and outcomes to the community, local businesses, partner agencies, elected officials, and City staff.
  • Provide private development review; transportation impact study oversight.

Minimum and Desired Qualifications

Minimum Qualifications

  • Bachelor’s Degree in Civil Engineering or a related field, or equivalent combination of education and experience.
  • Registered in the State of MN as a professional civil engineer (or able to obtain within six months of start date).
  • Three years of professional engineering experience in the design and administration of municipal public works projects.
  • Valid Minnesota driver's license or equivalent out-of-state license.
  • Ability to complete the essential duties and responsibilities of the position with or without reasonable accommodations.
Desired Qualifications
  • Master’s degree in civil engineering or related field.
  • One year of supervisory experience.
  • Experience working with ArcGIS, BlueBeam, Accela.
  • Experience working with Computer-Aided Design software.
  • Experience with multi-modal, complete streets, and transit-oriented development projects.

Expected Hours of Work
Hours are typically Monday-Friday from 8 am to 4:30 pm. In addition to working office hours, staff may be required to work additional events. Hours may include, nights, weekends, and holidays.

Work is conducted both indoors and outdoors. Employee is subject to both inside and outside environmental conditions. Exposure to adverse weather conditions and/or in the presence of heavy construction equipment may occur on project sites. Employee is subject to noise, but generally free from additional work hazards.
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is required to:

  • Regularly read and interpret documents and other written material.
  • Regularly communicate and exchange information with others in person, over the telephone, and using written communication methods.
  • Frequently remain in a stationary position and regularly move within the building to attend meetings and access files and office machinery.
  • Occasionally traverse around the City to meetings or events, operating City vehicles as needed.
  • Regularly operate computers and other office equipment, such as a copy machine, printer, and telephone, as well as equipment/tools consistently found in municipal engineering and planning.
  • Occasionally move or transport items weighing up to 25 pounds.
