City of Grand Rapids is Hiring a Traffic System Engineer Near Grand Rapids, MI

This is professional administrative, and technical engineering work in the investigation, review, coordination, development and design of transportation engineering projects, infrastructure, and procedures.
Work involves the application of transportation engineering skills and knowledge to engineering projects, roadway signage, pavement marking, and traffic signal assets. The position is also responsible for transportation safety and mobility reviews of development projects for adherence to city standards and policies, and coordination of temporary traffic control requests with utility entities and partner city departments,
Work is performed under general direction with considerable latitude for independent judgment, although major and complex decisions may be discussed with superiors. Supervision may be exercised over technical, clerical, and special project personnel. Work is reviewed through conferences, reports submitted, and observation of results achieved.
ESSENTIAL DUTIES & RESPONSIBILITIES 
The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.
  • Receives requests, initiates, directs, and supervises studies to determine necessary changes to improve transportation operations and safety, and makes recommendations regarding the installation and removal/replacement/modification of transportation assets such as roadway signage, pavement markings, and traffic signals. Provides review of construction drawings to ensure compliance with the Manual of Uniform Traffic Control Devices (MUTCD). Provides estimates of construction costs.
  • Supervises the investigation of internally and externally generated requests for changes in transportation infrastructure and operations including intersection control, parking restrictions, one-way streets, pavement markings, school crossings, transportation circulation, roadway geometrics, and truck routes; supervises the traffic count program.
  • Supervises the investigation of high accident locations, the design of appropriate countermeasures, and assists in the application for Federal Highway Administration funding.
  • Coordinates with partnering city departments on the design of intersection and street geometrics for major and minor construction projects to be implemented by city forces or contracted out by the City Engineer's Office.
  • Performs all transportation reviews for development projects and makes recommendations relative to transportation operations and safety.
  • Reviews requests for street closings and proposes detour routes and scheduling to avoid conflict with other closures. Investigates construction projects to ensure compliance with MUTCD and MDOT requirements; attends preconstruction meetings and advises on transportation safety matters.
  • Attends meetings with neighborhood and business associations and other government agencies to discuss operational and safety concerns and problems and plan improvements.
  • Develops policies and procedures for special events in the street right-of-way. Coordinates policies with other city departments. Supervises the permit process for events including road races, parades, bicycle races, block parties, etc.
  • Completes interrogatories, answers questions at depositions and provides recommendations to the City Attorneys regarding claims and lawsuits resulting from traffic accidents.

Required Education and Experience 
  • Graduation from college with a bachelor's degree.
--AND--
  • Five (5) years of progressively responsible experience in traffic engineering and/or computer systems application development and operation including two (2) years in a supervisory capacity.
--OR--
  • Any equivalent combination of training and experience.
Highly Preferred Education and Experience 
  • Possession of a bachelor’s degree in Civil Engineering
Highly Preferred Certifications
  • Registered Professional Engineer in the State of Michigan or ability to achieve certification within 6 months of hire date
  • Possession of a Professional Traffic Operations Engineer certification
Knowledge of:
  • The engineering fundamentals involving traffic flow, intersection capacity, and traffic signal timing.
  • Non-motorized transportation safety principles and methods.
  • Traffic signal control techniques and theory.
  • Computer capabilities and operation, and programming procedures and techniques.
Ability to:
  • Adapt approved transportation engineering methods and standards to the design and installation of a variety of transportation projects.
  • Perform technical research work and to give advice on difficult transportation engineering problems. 
  • Plan and carry out programs related to data analysis; direct technical studies, evaluate results, prepare reports, and make recommendations
  • Express facts and ideas effectively orally and in writing.
  • Establish and maintain effective working relationships with subordinate employees, other city employees and departments, technical services sales, employees of other governmental agencies, news media, and maintenance personnel, and the general public.
  • Supervise and direct the work of subordinate employees as required.
