Anticipated Hiring Range: $64,400 - $75,700

Job Summary:

This position reports to the Affordable Housing Manager and provides support with the administration of federal grants including Community Development Block Grant (CDBG) and HOME Investment Partnership Funds, as well as other State and local programs. This position is a hybrid in office and remote role.

Experience, Knowledge, Skills:

Minimum Requirements

  • Associate’s degree in Finance or Business Management
  • One (1) – Three (3) years of experience working with grants
  • One (1) – Three (3) years of experience with Microsoft Office Software, phone system, copy machine (including scanning), digital camera, and adding machine/calculator.

Preferred

  • Bachelor’s degree in Finance or Business Management
  • One (1) - Three (3) years of working with affordable housing issues in the community, housing development and underwriting experience.
  • One (1) year experience working HUD reporting system (IDIS); CDBG/HOME Programs and or other federal grant administration tasks.

Knowledge, Skills, and Abilities

  • Knowledge and good understanding of affordable housing issues in the community, housing development and underwriting, etc. to meet HOME requirements for rental housing developments.
  • Knowledgeable of HOME regulations involved in new construction of affordable housing.
  • Reads read and adequately understands federal grants.
  • Knowledge of real estate and loan documents.
  • Knowledge of the business and organizational structure of Colorado municipalities.
  • Collaboration skills, including the ability to work with others from different areas and backgrounds to reach a common goal.
  • Computer skills, including the ability to utilize Microsoft Office programs (i.e. Word, Excel, PowerPoint, Outlook, etc.) and learn and experiment with new software and systems.
  • Interpersonal skills, including the ability to facilitate interaction, communication, and teamwork between others.
  • Oral, written, and listening communication skills, including the ability to accurately interpret what others are saying and convey messages, information, concepts, and details accurately and clearly.
  • Organizational skills, including the ability to set and meet goals and deadlines, manage appointments, create schedules, coordinate and facilitate meetings, and make decisions.
  • Ability to work under pressure, manage multiple concurrent and competing tasks and responsibilities, and adapt to changing priorities while maintaining personal effectiveness.

Essential Functions:

Grant administration support:

  • Responsible for the annual CDBG application process from application availability through the presentation to Council.
  • Prepares and distributes the application to City Departments and interested agencies.
  • Reviews applications, summarizes, and prepares information for the GURA Board, and City Council.
  • Prepares budget and finance monitoring.
  • Monitors the recipients of grants for compliance with federal grants.
  • Provides technical assistance for the application and implementation of the activities.
  • Forms policy and procedures required by the Federal grants.
  • Prepares contracts with the grant recipients.
  • Assists with environmental reviews.
  • Prepares the HUD application (Annual Action Plan) and CAPER, in addition to entering information into HUD's IDIS system.
  • Maintains and completes the Consolidated Plan and Affirmatively Furthering Fair Housing report.
  • Maintains various meetings, surveys, research, and enters into IDIS every five years, required by the city.
  • HOME grant applications, monitoring, and completion of contracts.
  • Assists with tracking both HOME and CDBG budgets.
  • Acts as representation on Housing Board and other committees as needed.
  • Processes HOME and CDBG grant applications and contracts.
  • Composes subrecipient contracts, budgets, and reports to meet federal requirements.

Communication:

  • Provide technical assistance, grant monitoring, notification of grant availability, and reporting needs.
  • Responds to inquiries on the city’s entitlement grants for monitoring of our programs by the grant provider.
  • Communicates the notification of grant availability, technical grant assistance, reporting, and other federal requirements with community members, city staff, and other stakeholders.
  • Coordinates public input on reporting and budgets and provides ongoing grant information to interested parties.

Problem solving and decision making:

  • Works with broad policies and specific objectives.
  • Determines what has been done, what can be done, what proposals for long-term policy, and estimates of what new resources are required.
  • Reviews limits that are set by organizational policy, general directives, overall goals, and objectives.

  • Work is primarily performed in an office environment.
  • The City of Greeley has established a formal telework policy that allows eligible positions, in coordination with their Departments' management team, an opportunity to incorporate a component of remote work into their working schedule.
  • This position is a hybrid in office and remote role.

Physical Requirements:

  • While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear.
  • The employee is occasionally required to stand.
  • The employee must occasionally lift and/or move up to 10 pounds.
  • Specific vision abilities required by this job include close vision, peripheral vision, depth perception, and ability to adjust focus.
  • Vision enough to read computer keyboards, reference books and other written documents.
  • Communication skills sufficient to convey information to the public via telephone and in person.
  • Manual dexterity sufficient to accurately input, retrieve and verify work assignments.
