General Description

We are seeking a skilled Erosion Control Specialist to take on an important role in implementing and enforcing our soil erosion and sediment control program. Use your expertise to help us maintain the health and sustainability of our natural resources while contributing to the growth and development of the City.
Hiring Range: $67,954-$69,950
Work Schedule: Monday-Friday (either 7:30-4:30, 7:30-4:00, 8:00 -4:30 or 8:00.-5:00 ). Enjoy an alternate summer schedule of Monday-Thursday, 7:30-5:00 and Friday, 7:30-11:30!
No residency requirement.

Examples of Duties

  • Reviews Erosion and Sediment Pollution Control Plans to determine their compliance with the requirements of the City's Construction Site Erosion Control Ordinance, Chapter 34. Generate review letters as a part of the review process.
  • Conducts inspections of project sites to determine compliance with Chapter 34 and to ensure contractors perform construction erosion and sediment control activities consistent with recognized industry standards. Documents site observations on official inspection reports.
  • Performs preconstruction inspections on commercial projects to ensure all erosion and sediment control requirements are installed properly or requires other means of site verification.
  • Responds to and resolves customer, contractor, developer, and the general public's complaints, concerns, and questions in a timely manner and provides proper documentation.
  • Processes permit applications in accordance with Chapter 34.
  • Initiates and participates in enforcement proceedings.
  • Maintains files in accordance with requirements.
  • Maintains and tracks all erosion control inspection data using daily, weekly, monthly and annual reporting systems.
  • Maintains written and/or digital/electronic documentation of progress, compliance, deficiencies, and violations.
  • Issues "Notice of Violation" and "Stop Work Orders" to builders on job sites where failures to comply with regulations occur.
  • Responds to requests for information, education and technical assistance.
  • Maintains a daily log of activities.
  • Provides technical advice, updates, and prepares summaries and recommendations to the Utility Manager as needed or directed.
  • Assists division staff in investigating and presenting recommendations to builders and citizens to resolve drainage concerns.
  • Assists with the development of and presentation of informational/educational programs.
  • Ability to perform CAD drafting assignments as directed.
  • Performs other duties as assigned.

Minimum Qualifications Required

  • Associate's Degree or Bachelor's Degree in Natural Resources, Environmental Science, Civil Engineering or related field.
  • 1-3 years experience in environmental site inspection, plan review or construction field experience directly related to erosion and sediment control.
  • Erosion and Sediment Control Certification or ability to obtain within twelve months of employment. Certification such as CPESC (Certified Professional in Erosion and Sediment Control) or equivalent.
  • Valid driver's license and good driving record.
A combination of equivalent experience and/or education may be considered.

Knowledge, Skills & Abilities

  • Basic knowledge of Civil Engineering principles and practices as it relates to Public Works and private development projects. General knowledge of the principles, practices and techniques of erosion and sediment control. Knowledge of the City's Construction Site Erosion Control Ordinance (Chapter 34), as well as Federal and State laws regarding erosion and sediment control. Knowledge of terminology, practices and techniques of erosion control design and field construction.
  • Knowledge of the principles and practices of site and construction surveying. Knowledge and experience in the operation of various surveying instruments used by the Public Works Department.
  • Skill in the review and comprehension of construction drawings. Skill and ability to maintain and track detailed computer records, code violations and inspection results.
  • Ability to enforce ordinances and codes effectively.
  • Ability to proficiently utilize a computer and the required software including experience with CAD, word processing and spreadsheet software.
  • Ability to prioritize daily activities for multiple projects. Ability to establish and maintain relationships with internal staff, other regulatory agencies, contractors, consultants, and members of the public. Good record keeping and problem solving skills. Ability to communicate effectively both orally and in writing.
  • Ability to work the required hours of the position.
