City of Hazelwood is Hiring a Program Specialist - Sports Complex Near Hazelwood, MO

Purpose of Position

The purpose of this position is to plan, develop, promote, schedule, staff, supervise, and implement recreation activities and events for sports complex operations and general recreation programs. The work is performed under the supervision of the Assistant Director.

Essential Duties and Responsibilities

The following duties are normal for this position. These are not to be construed as exclusive or all- inclusive. Other duties may be required and assigned.

Develop, plan, market, implement, evaluate, and supervise a variety of recreation programs and special events. Recruits, trains and evaluates program instructors.

Supervises sports complex, division part-time personnel; provides instruction and training; plans, coordinates, assigns and reviews work activities; maintains standards; allocates personnel; acts on problems and concerns; evaluates performance and recommends outcomes.

Oversees sports complex operations including; scheduling, marketing, maintenance and concessions, including inventory, deposits, purchasing and personnel. Prepares work orders and coordinates sports complex maintenance and repairs. Completes detailed studies and statistical reports.

Assists with division and program budgets; prepares budget line items for areas of responsibility; prepares budget for operating and capital improvement expenses for the Sports Complex; oversees expenditures; develops long and short-term plans for the division, sports complex and recreation programs.

Monitors and ensures compliance with facility operating standards, health and safety standards for the sports facilities and maintenance operations. Recommends standards.

Performs office and customer service duties. Types reports, memos, correspondence, forms and other materials. Photocopies, faxes, sorts and files materials. Answers office telephone and provides information. Registers patrons, processes rentals and park permits. Cancels registrations. Issues ID cards. Provides information to customers regarding City and Department services. Sells recreation programs.

Supervises part-time staff as assigned by supervisory personnel.

Assists in training and evaluating Recreation Leaders.

Responds to customer questions and complaints; provides information and resolves problems.

Opens and closes recreation center operation.

Prepares program and field rental refunds.

Performs other duties as assigned.

Maintains positive work atmosphere by performing and communication in a manner which promotes a good relationship with citizens, and other members of the community, co-workers and supervisors.

Additional Tasks and Responsibilities

While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.

Maintains daily activity log.

Issues sports and game room equipment to patrons.

Performs general custodial and maintenance duties.

Runs errands as needed for division operations.

Minimum Training and Experience Required to Perform Essential Job Functions

Bachelor’s degree in Parks/Recreation Management or a related field with two years of related experience that includes supervisory experience or any combination of education and experience that provides equivalent knowledge, skills and abilities. Position requires Safe Food Handler Certification recognized by St. Louis County Health Department. A valid Missouri driver’s license required.

Requires the ability to perform mid level data analysis including the ability to audit, deduce assess, conclude and appraise. Requires discretion in determining and referencing such to established criteria to define consequences and develop alternatives.

Requires the ability to provide first line supervision. Ability to persuade, convince, and train others. Ability to advise and provide interpretation regarding the application of policies, procedures and standards to specific situations.

Requires the ability to utilize a variety of reference, descriptive and/or advisory data and information such as billing invoices, job applications, program evaluations, health inspection reports, contracts, recreation guides, equipment, and computer manuals, rules guides, policy manuals, financial statements, statutes, procedures, guidelines and non-routine correspondence.

Ability to communicate orally and in writing with supervisors, all division personnel, customers, program participants/instructors, non-profit groups, vendor representatives, volunteers, other agencies, business representatives, other City departments, and the general public.

Mathematical Ability

Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages and decimals; may require the ability to perform mathematical operations with fractions; compute discount, interest, ratios and proportion; calculate surface areas, volumes, weights and measures.

Judgment and Situational Reasoning Ability

Ability to use functional reasoning in performing influence functions such as supervising, managing, leading, teaching, directing and controlling.

Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.

Ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable.

Physical Requirements

Ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as motor vehicle, laminator, common hand tools, a computer terminal, typewriter, telephone, fax machine, AV equipment, calculator/adding machine, computer printer, photocopier, and cash registers, concessions and sports equipment, and/or materials used in performing essential functions.

Ability to coordinate eyes, hands, feet and limbs in performing movements requiring skill and training, such as typing, assembling, and fitness/sports equipment use.

Ability to exert moderate but not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, crawling, and lifting, carrying, pushing and pulling objects and materials of moderate weight, twelve to fifty pounds.

Ability to recognize and identify similarities or differences between characteristics of colors, shapes and sounds associated with job-related objects, materials and tasks.

Environmental Adaptability

Ability to work under generally safe and comfortable conditions where exposure to environmental factors such as temperature extremes, toxic agents/chemicals, wetness/humidity, machinery or violence may cause discomfort and poses a limited risk of injury.
