JOB SUMMARY

The ideal candidate will perform a variety of moderately complex to complex tasks related to posting and adjustments of all payment types to the billing systems. The position requires excellent communication, customer service and organizational skills. All tasks must be performed in a timely and accurate manner in accordance with City policies, and procedures. Work is performed under general supervision of the Billing Supervisor and is evaluated based on attainment of individual performance objectives, observation, accuracy and feedback.

ESSENTIAL JOB FUNCTIONS

• Review all payment sources including Lock boxes and Bank Direct payments
• Post payments and rejections (manual & electronic)
• Posts credit card batches
• Monitor payments on account finalization's and new accounts to ensure proper posting
• Process returned payments and charge backs
• Process refunds for deposit balances and over payments
• Resolve customer inquiries related to misreported payments
• Process payments for City utility accounts
• Monitor customer payment plans
• Assist with collection of delinquent accounts
• Provides feedback regarding problems to management
• Interacts with billing and accounting staff
• Assist in the training of staff
• Resolves problems requiring immediate attention and verifies that underlying systematic or process issues have been addressed.
• Performs other related job duties as assigned.

QUALIFICATIONS

Education and Experience:

Associates Degree; and three (3) years of experience in an accounts receivable or payment processing related role

Special Qualifications:

• Possession of a valid driver’s license to operate a motor vehicle. Requirement exists at the time of hire and as a condition of continued employment.

Knowledge, Skills and Abilities:

• Able to operate basic office equipment, e.g. photocopier, fax machine, scanner, PC, telephone, etc.
• Moderate knowledge/experience in multiple payment delivery channels; Lock box, ACH, etc.
• Aptitude for figures and attention to detail
• Analytical, research and problem resolution skills
• Ability to work independently
• Strong organizational skills
• Capable of meeting deadlines and working well under pressure

PHYSICAL DEMANDS

Work in this classification is defined as light work requiring the physical exertion of up to 10 pounds of force occasionally and a negligible amount of force constantly to move objects. Physical demands require climbing, crouching, crawling, standing, walking and lifting. Vocal communication is required for responding to inquiries, expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels. Visual acuity is required for extensive reading, to prepare and analyze written or computer data, determine the accuracy and thoroughness of work, and observe general surroundings and activities.

WORK ENVIRONMENT

Work is primarily performed in an office with a controlled environment without exposure to harmful conditions.
