Description of Primary Purpose
Primary Purpose: Ensures compliance with municipal codes and regulations. Reviews plans for compliance and conducts life safety inspections and re-inspections of commercial, industrial, multi-family residences, public, institutional buildings and temporary structures; checks for compliance with city, state and federal fire codes, ordinances and statutes as to fire hazards, egress, and fire protection equipment; obtains compliance through Code enforcement in a fair and equitable manner.

Hiring Range: $58,115 ($27.94/hr.) to $72,633 ($34.92/hr.)
Full Range: $58,115 ($27.94/hr.) to $87,172 ($41.91/hr.)
Essential Duties and Responsibilities
Performs detailed field inspections to ensure conformance with Fire and Life safety Code. Interprets, applies, and enforces municipal codes. Conducts inspections of new and existing structures that include: schools, tanks, paint booths, occupancy load, fire alarm, detection and sprinkler systems, hood and duct systems, tents, etc. Also participates in change of occupancy and change of use and ownership related inspections etc. Applies knowledge of relevant codes and related laws to identify violations and make determinations regarding the compliance of fire plans, properties, buildings, structures, and uses with municipal codes. Investigates complaints of possible fire hazard conditions, determines if fire hazard is present, and takes enforcement action as needed. Works with property owners to resolve issues in a productive manner. Reviews fire sprinkler system and emergency egress plans for compliance.
Communicates with property owners, contractors, tenants, and municipal employees in a respectful and accessible manner to explain various requirements of the code and describe code violations to gain compliance through constructive and effective working relationships. Schedules and coordinates inspections, fire protection acceptance tests, and fire and life safety inspections related to the issuance of occupancy certificates.
Makes accurate and complete written records of all relevant findings from field inspections and actions taken, presents findings to supervisor and management as appropriate, and represents the City in Administrative hearings and Court as needed.
Reviews conformity with approved plans and conditions and performs other related work as assigned. Attends meetings, conferences, and seminars related to building code and enforcement matters to obtain and/or maintain certifications.
Education and Experience

Education: Graduation from a four-year high school or GED.
Knowledge, Skills, and Proficiencies: Knowledge of the principles and practices of municipal code enforcement and methods for conducting in-field site inspections. Strong written, oral communication, and interpersonal skills with the ability to communicate clearly and effectively with a wide audience of people from residents to industry professionals and interdepartmental staff. Knowledge of fire prevention methods, adopted fire codes, city and state fire laws, federal statutes and regulations relating to fire prevention. Knowledge of building construction, construction methods and materials, sources and types of fire hazards, fire prevention devices, egress, and fire protection systems and equipment. Ability to identify hazardous conditions and to enforce codes and regulations firmly, tactfully, and impartially. Ability to read and interpret building construction plans and specifications and to recognize deviations from such plans and determine code compliance. Ability and willingness to learn municipal code requirements. Willingness and ability to consistently provide a high level of customer service to the public through tactful but firm facilitation of code compliance as necessary. Ability to establish and maintain effective working relationships with property owners, occupants, contractors, the public, and internal customers in achieving fire prevention goals. Knowledge of how to enter and retrieve information from database systems and how to use standard office productivity software – Windows and MS Office, and enter and retrieve data from a database (ESO / EP&L / Eden). Performance of all work in a professional manner with the highest level of integrity and in accordance with the City’s conflict of interest policies and practices.
Experience: 3 to 5 years of professional experience in code enforcement, building inspection, community policing or related field, preferably in a municipal government setting, or an equivalent combination of education, certification and training.
Certification / License: State of Illinois Fire Prevention Officer I Certification and Valid Drivers' License are required. Must obtain ICC Fire Inspector I certification within 12 months of date of hire. Obtain additional code related certifications at other levels and in other disciplines to diversify skills as part of the Department’s ongoing professional development program.
Preferred Knowledge, Skills and Proficiencies:Broad experience fire related inspections and demonstrated technical skills and abilities. ICC Fire Inspector I and Fire Prevention Officer II certification from the State of Illinois. NFPA/ICC Certified Fire Plan/Alarm/Sprinkler Plan Examiner. Knowledge and experience enforcing the ICC International Fire Code.
