Salary Range: 128,224 - 168,734 annually
Placement on range determined by relevant experience provided in application materials.

The City of Hillsboro’s Water Department proudly serves high-quality drinking water to more than 99,000 customers in the City of Hillsboro and in rural Washington County and is a partner and the managing agency for the Joint Water Commission, which serves over 400,000 customers. We are excited to announce the recruitment for a Water Operations Division Manager in the Water Operations Division. The position serves as “Direct Responsible Charge” (DRC) for the Water Distribution Systems and complies with all state requirements in completion of duties. The Water Department prides itself in providing best customer service to the water system customers, always maintaining public health and water quality.
PURPOSE STATEMENT:
Under the direction of the assigned supervisor, the Division Manager plans and oversees the activities of professionals and paraprofessionals and is responsible for staff, processes, functions, and budgeting for their designated program or division. Responsibilities include supervising technical support and professional staff; providing advanced technical support on complex issues; providing staff support to boards, committees, commissions, executive city management, and city council; serving on special committees; serving as liaison for intergovernmental issues and joint ventures; developing policies and procedures; overseeing studies and projects; managing and overseeing compliance with applicable codes, regulations, and standards. Incumbents supervise staff, including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures. Oversees the complex operations of the Hillsboro drinking water distribution system, flow management into the system from multiple sources, JWC large transmission lines, and Barney Reservoir and Eldon Mills Dam facility.
ESSENTIAL FUNCTIONS, DUTIES, AND TASKS:
The following list of functions, duties, and tasks is typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform other closely related or department-specific functions, duties, and tasks from those set forth below to address business needs and changing business practices.
  • Providing management and oversight of the staffing, operation, and maintenance of the water distribution systems for the City of Hillsboro urban and rural service areas.
  • Providing management and oversight of the staffing, operation, and maintenance of the JWC transmission system.
  • Providing management and oversight of the staffing, operation and maintenance of Barney Reservoir and Eldon Mills Dam facilities. Coordinating compliance operations with all Environmental Protection Agency (EPA) and Oregon Health Authority (OHA) drinking water regulations; ensuring that the water systems comply with permit requirements; and that the water produced is potable and meets all federal and state drinking water regulations.
  • May serve as Direct Responsible Charge (DRC) for other drinking water distribution systems with duties and responsibilities that are assigned by intergovernmental agreements.
  • Oversees the management, automation and cybersecurity operations of the water distribution system Supervisory Control and Data Acquisition systems, SCADA.
  • Overseeing the Water Department’s emergency management program.
  • Supports implementation of the water asset management program for water system infrastructure components. Respond to technical questions and complaints, researching problems, resolving conflicts, and initiating problem resolution. Conducting meetings, preparing reports, and providing information to internal and external customers and officials.
  • Overseeing the program coordinator for emergency response and planning management who directly reports to the emergency manager. Supervises staff, including prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.
  • Manages and oversees the activities of an assigned division, including the development and administration of policies, programs, budgets, projects, and functions. Develops, implements, and ensures adherence to citywide and departmental policies, procedures, goals, and objectives.
  • Performs administrative oversight of agreements, contracts, grants, and/or regulatory compliance.
  • Responds to requests for information and provides subject-matter expert guidance to other departments, consumers, businesses, the general public, and/or outside agencies.
  • Provides city representation and liaison services for a variety of meetings, advisory groups, boards, committees, agencies, councils, and/or other related groups.
  • Administers and monitors the division budget, including allocating resources and approving expenditures.
  • Manages and provides oversight on operational projects from scope to implementation, working with consultants and other Divisions.
  • Manages records and information in any format in accordance with applicable statutes, regulations, city policies and records retention schedules.

JOB QUALIFICATIONS / REQUIREMENTS:
EDUCATION AND EXPERIENCE:
Bachelor’s degree in Engineering, Environmental Science, Chemistry or related field; and eight years of related experience including five years of management and leadership experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
LICENSE(S) / CERTIFICATIONS:
  • Valid, current Driver’s License and safe driving record
  • State of Oregon Water Distribution Certification, Level 4
