Job SummaryUnder the direction of the Director, Communications, Marketing and Economic Development, this employee helps to coordinate and craft the external and internal public relations and marketing efforts for the City of Hollywood, Florida. This includes communications, public information and marketing, project management, media relations, media buying and ad buy management, website management, content, and advertising creation. Assists all City Departments and Offices with development and implementation of public information programs/services and develops an ongoing working relationship with other government agencies. The incumbent in this classification will also provide copywriting, graphic design and photography work for the City, assist with the coordination of special events, assist with social media platform content, and other work as assigned.
Essential Job Functions And Responsibilities
  • Assists with the creation and implementation of brand-appropriate public relations, advertising, promotional and marketing activities, programs, events and campaigns for the City.
  • Coordinates website goals and objectives including writing, editing, and ensuring updated content to maintain an attractive and consistent appearance for the City’s website.
  • Assists with the management of social media platforms and content.
  • Coordinates and places the annual media buy including obtaining quotes, coordinating invoicing, payment, and proof of performance metrics.
  • Assists with coordination of special events and meetings. Utilizes social media tools to achieve City communications objectives.
  • Assists with the planning and production of City publications, including brochures, pamphlet, newsletters and reports, as well as social media posts and advertising elements.
  • Assists in the administration of the City’s Communications Plan including working with all City departments and offices to keep the public informed of departmental programs, events, accomplishments and activities.
  • Assists with the development of video and audio content for the City’s government access cable channel and website.
  • Researches, writes and disseminates approved news releases, and other informational materials via the City’s outreach channels and to newspaper, television, radio and other communications media.
  • Effectively and positively represents the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.
  • Establishes and maintains effective and professional relationships with work colleagues, supervisors and managers.

RequiredBachelor’s Degree from an accredited college or university in communications, journalism, marketing, or a closely related field plus a minimum of one (1) year of experience in marketing, public information, graphic design, social media management, media buying, or public relations/marketing for a government agency or private agency servicing local government clients. Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.

KNOWLEDGE, SKILLS, ABILITIES:
  • Ability to communicate effectively, both orally and in writing: multilingual (English / Spanish / French) preferred.
  • Knowledge of methods, approaches and procedures involving marketing, social media management, advertising, and media buying.
  • Ability to establish and maintain a professional and effective working relationship with City officials, colleagues, supervisors, managers, media, and the public.
  • Ability to use PC-compatible desktop publishing, website content management systems, and word processing programs to create and prepare for public dissemination information on a broad range of issues for diverse audiences.
  • Knowledge of applications contained in the Adobe Creative Suite (CS) including Photoshop, Acrobat and InDesign, and video editing software Final Cut Pro.
  • Skill in the operation of general office software including Microsoft Excel, Microsoft Word, Microsoft Publisher, PowerPoint and modern office equipment.
  • Knowledge of the laws affecting public disclosure of information.
  • Ability to organize, prioritize and manage complex workloads.
  • Ability to analyze information quickly, use independent judgment and make effective decisions.
  • Skill in the operation of basic audio-visual equipment.

The ExaminationRequired Education and Background Information: Look over the announcement carefully to determine your eligibility. Please note minimum education and experience requirements. Closed competitive positions are open only to employees while open competitive positions are open to anyone who meets the minimum qualifications for the position. Evidence of a GED test score is required if submitted for high school diploma. Examination: Depending on the number of applicants and the quality of their education and experience, the examination may consist of one or more of the following tests: written examination, performance examination, education and experience evaluation, oral examination and/or other job related examinations.
You will be notified of the time and place of your examination when you file or later by mail. A passing grade is required on each part of the process. Repeated participation in any examination for which the same test is used is limited to once every 6 months. Your examination results will be sent by email as soon as possible after the grading is completed.
Final passing grades are used to determine a candidate's position on the eligibility list of successful candidates. Departments fill vacancies from this list. The top three names are considered for each vacancy unless otherwise modified. Those not appointed are returned to the eligibility list for further consideration in accordance with the Civil Service Ordinance. Your name will remain on a register for one year for open competitive examinations and two years for closed competitive except where labor contract conflicts.
Your name may be removed from an eligibility list prior to one year according to Hollywood's Civil Service Ordinance or labor contracts. Your eligibility may be canceled if you refuse a position or if you are not available for work. You are responsible for notifying the Employment Office, in writing, of any change in your address or telephone number.

EMPLOYMENT OF RELATIVES: The City of Hollywood has an Ordinance which regulates the employment of relatives of City employees. Effective January 28, 2008, a relative may only be hired under the following additional conditions:
  • The relative must have competed in an appropriate examination process as determined by Human Resources and be placed on a civil service eligibility list;
  • The relative must be among the top three ranked candidates available on the certified eligibility list unless expanded by the Civil Service Board;
  • The Department or Office Director and the Director, Human Resources must demonstrate that it is in the best interests of the City of Hollywood to hire the relative of a public officer or employee.
As of 12/15/2005 the City will require all newly hired employees to sign an affidavit affirming non-usage of tobacco or tobacco products within the last year prior to submission of application and will continue to be a non-user of tobacco products throughout employment with the City of Hollywood.
