Under direction of an assistant director or department head, applies intensive and diversified knowledge of engineering and architectural principles and practices in the planning, design, construction, and operation of a wide variety of capital projects. The incumbent participates in and supervises both design and construction professionals involved in the design, construction, and inspection of facilities under construction, and other Public Utility improvements. Work is reviewed through conferences and written reports for adherence to established policies and procedures. This is a responsible senior management position pertaining to work in the areas of planning, design, and construction of public projects. Required: Bachelor’s Degree with major course work in architecture, engineering or construction management Ten (10) years progressively responsible experience in the design and construction field Three (3) years of supervisory/managerial experience. A dditional education and experience or an equivalent combination of training and experience may be substituted for the above requirements Preferred: Master’s Degree with major course work in architecture, engineering or construction management Registration as an Engineer or Engineer-in-Training in the State of Florida. Five (5) years of supervisory/managerial experience. CERTIFICATES, LICENSES, REGISTRATIONS : Registration as an architect, engineer, or possession of a general contractor’s license (preferred) Valid Driver’s License: With proof of automobile insurance Background Check: Must have an acceptable background record Driving Abstract: Must have an acceptable driving record Schedules, assigns, and supervises project managers who oversee architectural and engineering design projects. Performs oversight of plan design and preparation, cost estimate development, and specification preparation; participates in the development and design of projects. Oversees analysis and review of design studies prepared by professional consultants. Directs special studies and projects relating to technical and administrative aspects of the public works function; prepares reports and recommendations for consideration and action by municipal administration. Oversees of development and preparation of designs and plans for City projects to comply with Department’s overall agenda. Resolves conflicts during construct administration phase of projects for adherence to plans and specifications. Prepares and reviews resolutions for City Commission. Interprets plans and specifications; approves minor design changes in the course of construction; approves contractors’ change orders and payment requests. Conducts and supervises instructional programs for subordinates as required. Makes recommendations regarding hiring, discipline and promotion of subordinates; authorizes leave and overtime; evaluates and rates employee performance. Participates in the selection of design consultants and construction managers, including contract negotiations, as required. Must effectively and positively represent the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation. Must establish and maintain effective and professional relationships with work colleagues, supervisors and managers. Performs other job duties as assigned. Knowledge of the principles and practices of design and construction management as applied to the design, construction, and maintenance of public works facilities in the area of specialization. Knowledge of the current literature, trends, products technology and developments in the field of architecture and engineering. Knowledge of the principles of supervision, organization and administration. Knowledge of the laws, regulations and codes applicable to the design and construction of public works projects. Skill in adapting approved methods and standards to the design, construction, and inspection of a variety of public work projects. Ability to use and learn new software packages to complete architectural drawings and designs. Skill in expressing ideas clearly and concisely, orally and in writing. Ability to establish and maintain effective working relations with fellow employees, contractors, consultants, and the public. Ability to supervise a group of subordinates in a manner conducive to full performance and high morale. Ability to establish and maintain effective and professional relationships with work colleagues, supervisors, managers and the public.
