DESCRIPTION OF DUTIES/ ESSENTIAL FUNCTIONS
The City of Houston’s Housing and Community Development Department (HCDD) seeks to create a city in which every resident has an affordable home in a community where they can thrive. Partnering with non-profit, governmental, and local entities, HCDD strives to strengthen Houston’s neighborhoods, provide true housing choices and execute the Mayor’s vision for One Houston with complete communities throughout. Since Hurricane Harvey, HCDD is managing more than one billion dollars dedicated to helping low and moderate-income families recover.
 
HCDD is seeking an Assistant Director (EXE) to join its team to oversee the successful execution of programs related to the development and preservation of long-term affordable housing. This position will oversee development activities within HCDD, including Multifamily, Public Facilities, and Buyout programs. This position will ensure HCDD's development activities are sufficiently leveraged and that the division is sufficiently nimble and creative to address Houston's affordable housing crisis.

Key Responsibilities
  • Leading by example to create a culture that will enable HCDD to deliver multifamily developments, services and other infrastructure at its highest possible capacity to solve Houston's affordable housing crisis and build complete communities throughout the City.
  • Selecting and managing a team of Division Managers and Deputy Assistant Directors to oversee activities.
  • Performing program evaluation, policy analysis and procedure review to ensure proper allocation of and efficient use of all capital resources available for Multifamily, Public Facilities, and Buyout programs.
  • Implementing national best practices in design, financing, and product delivery for the development of affordable homes.
  • Coordinating with various HCD divisions such as Planning and Grants Reporting, Grants Administration and Compliance, and Finance to ensure a seamless approach to program planning and execution.
  • Coordinating with various City of Houston departments to ensure HCDD's multifamily and public facilities development, are supported by Legal, Public Works, Planning, Parks & Recreation, Libraries, and Mayor’s Office of Economic Development efforts by the City.
  • Actively managing projects and program pipelines as they arise and effectively proposing and implementing solutions.
  • Overseeing Multifamily, Public Facilities, and Buyout programs, projecting and reporting program unit count goals, and managing annual program budgets.
  • Communicating with elected officials, other City agencies, tenants, developers, lenders, community groups and other stakeholders as necessary, including presenting program materials at public meetings.
  • Overseeing the prequalification process for development partners, including drafting and issuing Notice of Funding Availability (NOFAs) and evaluating the experience and qualifications of the applicants to establish a list of qualified developers or subrecipients.
  • Moving HCDD from a reactive to a proactive development position by identifying and communicating HCDD's geographic and program priorities, identifying properties for development or rehabilitation, and overseeing the selection process for the most qualified developers.
  • Overseeing the development process, including underwriting, design review and approval, tenant relocation or other pre-development issues to ensure timely construction, loan closings, project completion and permanent loan conversion.
  • Ensuring complete compliance with all rules and regulations for any funding source from the predevelopment state through a certificate of occupancy.

This is a grant funded position subject to cancellation when funds are depleted and/or the contract period ends.
WORKING CONDITIONS
There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. There are occasional minor discomforts from exposure to less-than optimal temperature and air conditions.EDUCATION REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Public Administration or a closely related field.
 
EXPERIENCE REQUIREMENTS
Seven years of administrative experience are required, with at least three of those years in a managerial capacity.
A Master's degree may be substituted for two years of experience.
LICENSE REQUIREMENTS
Valid driver's license and compliance with the City of Houston driving policy (A.P. 2-2).Preference will be given to candidates with:
  • Ten (10) years of combined progressively professional experience in business administration, banking, finance, management or a closely related field, with at least three years in a managerial capacity.
  • At least four years of full-time experience in city planning or affordable housing development, with at least eighteen (18) months in a managerial capacity in city planning or affordable housing development.
  • Thorough knowledge of and experience with HUD rules and regulations pertaining to entitlement grants including the Community Development Block Grant (CDBG) and the HOME Investment Partnership Program (HOME).
  • Thorough knowledge of affordable housing issues, national best practices, financing for affordable housing and the real estate development process.
  • Experience working for or working with government agencies and government programs related to affordable housing development.
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**SELECTION / SKILLS TESTS REQUIRED
Department may administer skills assessment test.
