Job Title: Public Works Director/ Code Compliance Department: Public Works

Reports To: Mayor & Council Wages: DOE according to HMC

FLSA Status: Non-Exempt

Summary: The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification. Shown are duties intended to provide a representative summary.

GENERAL DESCRIPTION: The position is responsible for managing the roads, vehicles, building maintenance, and department requirements in the (HMC) Houston Municipal Code. Manages and administers capital projects; supervises matters related to the management, planning, operation, engineering, and maintenance of City’s public works facilities and systems; provides planning and budgetary information to the City Council through City Mayor for capital and maintenance projects. The duties of the Public Works Department shall include supervision and responsibility of:

· Road maintenance;

· Utility permits;

· Driveway permits;

· Construction permits;

· Good working knowledge of the HMC and the Personnel Policy & Procedure of the City of Houston Handbook

· Maintenance, custodial services, repair, minor construction renovation and upkeep of all rolling stock, buildings, and lands;

· Code Compliance; and

· Other duties as assigned by the Mayor.

Understand expenditure of funds according to the HMC

· It is understood that funds received by the City for road maintenance are limited and shall be used on a priority basis.

EDUCATION AND EXPERIENCE: Bachelor’s degree in engineering or construction related field and seven years professional experience in public works or similar field with increasing responsibilities (to include five years of supervisory experience) required. Previous experience as a municipal public works director preferred. Other combinations of related education and/or experience that provide the knowledge, skills, and abilities to successfully perform the responsibilities of the job will be evaluated on an individual basis.

LICENSES AND SPECIAL REQUIREMENTS: Must possess a valid Alaska driver’s license or ability to obtain one within three months. Position is subject to pre-employment substance abuse testing and background check.

OSHA Outreach General Industry 30-Hour Course training to be taken as it becomes available.

Physical Demands While performing the duties of this position, the employee is regularly required to talk or hear. The employee is frequently required to stand, walk, and taste or smell. The employee is frequently required to sit, reach with hands and arms, climb or balance and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

Work Environment Work is performed primarily in an outdoor setting. While performing the duties of this Job, the employee is regularly exposed to outside weather conditions. The employee is frequently exposed to moving mechanical parts. The employee is occasionally exposed to fumes or airborne particles, risk of electrical shock and vibration. The noise level in the work environment is usually moderate.

Assigned Duty, Code Compliance:

Summary:

Assists in administrating, implementing, and enforcing city codes and regulations. Helps members of the public, agencies, and developers understand and comply with city codes and regulations. Negotiates compliance issues and assists in developing alternative solutions to comply with regulations.

Essential Functions

The responsibilities listed below are illustrative of the various types of duties that may be performed with or without reasonable accommodation.

· Helps members of the public, agencies, and developers understand and comply with city regulations under Houston Municipal Code.

· Identifies violations and reports to proper department.

· Investigates any code violations.

· Prepares citations/violation reports and testifies in court when code violations are prosecuted.

· Maintains complete and accurate records and makes reports of all on-site observations as assigned, researches, prepares, and presents special reports and procedures.

· Thoroughly investigates and enforces code violations as necessary for all City of Houston departments when other reasonable compliance alternatives have been exhausted or deemed inappropriate.

Scope and Accountability /Supervisory Responsibility

Under the supervision of the Mayor, the Compliance Officer performs work independently. The Code Compliance Officer coordinates with Public Works, City Clerk, and Animal Control.

The Compliance Officer must apply judgement, diplomacy, and discretion in carrying out assignments. Enforcement actions are subject to review by the Mayor before being initiated.

Experience and/or Education:

· High school diploma or GED required.

· Prior Code or law Enforcement is desirable.

Certificates, Licenses, Registrations:

· Must participate in approved training courses.

· Must possess a valid State of Alaska driver’s license and be able to operate a motor vehicle.

· OSHA Outreach General Industry 30-Hour Course training to be taken as it becomes available.

Physical Demands:

Must demonstrate and work well with others and under pressure in a busy environment. Must be self-motivated. Must maintain confidentiality and represent the City in a professional, impartial manner. Must perform and be able to quickly adjust from one project to another and meet deadlines. While performing the duties of this job, the employee is regularly required to talk or hear. The employee is frequently required to stand; walk; use hands to finger, handle, or feel and reach. A majority of the time the employee in this position will be sitting; however, the employee is occasionally required to climb, stoop, kneel, crouch, or crawl and use stairs. The employee must be able to regularly lift and/or move up to 50 pounds.

Work Environment:

Occasionally the employee is required to work on weekends or after normal working hours. While performing the duties of this position, the employee must sit for long periods of time. The employee frequently talks and listens to individuals and groups. At times, the employee interacts with disagreeable people and in confrontational situations. The employee frequently walks while collecting field information. The employee works outdoors in all seasons and types of weather.

Pay: $27.00 - $35.22 per hour
