Summary

This is a professional position responsible for the direction and management of the office/department's purchasing functions including contractual services, materials, supplies, and equipment. The Procurement/Contract Coordinator insures the development and implementation of purchasing programs which result in economical use of County funds while meeting specific needs for goods and services. The Procurement/Contract Coordinator determines department policies and planning strategies. Considerable independent initiative and decision-making are expected in the performance of duties. Work involves a variety of processes and methods which require an application of specialized knowledge in making procurement and recommendations an decisions. The Procurement/Contract Coordinator is responsible for purchasing major items which require considerable research and specification writing and for the entire formal bid procedure.
Example of Duties

Develops and coordinates a comprehensive purchasing program for the office/department utilization involving creating new techniques and procedures and monitoring the purchase order system.
Performs and directs the centralized procurement of goods and services for the office/department.
Coordinates and bid process for goods and services which includes developing quotes, selecting bidders, advertising and distributing bid forms, attending openings, tabulating bids, and recommending/approving awards.
Assists in the preparation of the budget for office/department goods and services and manages approved funds.
Procures a wide variety of supplies, services, and equipment by informal open market and competitive purchase methods.
Arranges for the disposal of the office/department surplus. Plans, supervises, and does record keeping for disposition and/or destruction of surplus, obsolete, and worn-out personal property, supplies and equipment through trade-in, transfer, or sale and in a manner deemed the most advantageous to the County.
Prepares or assists in preparing clear and concise requests for bids with all necessary technical and other required data included.
Assists in evaluating bids received on the basis of price, taking into account transportation costs, taxes, discounts, and compliance with specifications and delivery.
Prepares contracts, associated paperwork, and processes and confers with legal counsel and risk management for the procurement of goods and services. Monitors and ensures all requirements of contracts are met.
Coordinates the annual inventory of personal property.
Coordinates invoice payment procedures with the Accounting Department to improve methods, flow of paperwork, and other pertinent policies.
Formulates policies and establishes standards and departmental operations and in accordance with the County's Procurement Policy.
Confers with legal counsel and risk management concerning state laws and policies pertaining to procurement and establishes related procedures and requirements for inclusion of competitive solicitations.
Develops purchasing procedures in accordance with statutory requirements and good business practices and guides the refinement of processes for the procurement of supplies, materials, equipment, services, supplies, and certain public works projects.
Investigates new products and systems. Conducts cost-of-work analysis to evaluate potential savings through change of systems and equipment.
Performs other related duties as assigned.
Qualifications

  • Bachelor's degree form an accredited college in business administration, accounting, purchasing, economics, or public administrator, or a related field; and four (4) years progressively responsible experience in procurement contract management; or any combination of experience and education which demonstrates the ability to perform the work of the class.
  • Recent experience as a Purchasing Agent for a county or city in Washington State is desired.
  • Certification such as C.P.M. (Certified Purchasing Manager) or CPSM (Certified Professional in Supply Management) through the Institute of Supply Management or CPPO (Certified Public Purchasing Officer) through the National Institute for Governmental Purchasing is desirable.
Knowledge, Skills, & Abilities

Knowledge of State and County purchasing and contract codes, procurement principles and practices, preparation and analysis of specifications, bids and contracts, supervisory duties and responsibilities, and general performed business functions, i.e., marketing, accounting, budgeting, transpiration, etc.
Knowledge of the principles, theories, and practices of purchasing, particularly government purchasing procedures.
Knowledge of the methods to analyze commodity requirements, interpret market prices and trends, and skill in applying analysis and interpretations to procurement problems.
Knowledge of contract procurement language, terms, and conditions.
Knowledge of contract management and contract administration.
Knowledge of methods and procedures of budget development, justification, and control.
Skills in developing and maintaining purchasing systems and procedures.
Ability to communicate ideas clearly and concisely, both orally and in writing.
Ability to deal courteously and tactfully and to establish and maintain effective relationships with County officials and employees and employees of other organizations.
Thorough knowledge of sources and availability of supplies and services, market conditions and trends, transpiration modes/rates, prices, and cost rates (i.e., labor rates, overhead, discounts, deliveries, etc.).
Knowledge of general business functions such as office management, budgeting and accounting principles, marketing, transpiration, and finance.
Knowledge in computer operation and a variety of software including word processing, spreadsheet, and data base applications.
Ability to establish and maintain a cooperative and effective working relationship with all levels of County management, business contacts, vendors, and the general public.
Ability to quickly and effectively analyze procurement and contract problems and to independently apply sound management techniques and methods in their solution.
Ability to develop and write bid specifications and formats in conformance with existing guidelines and regulations.
Ability to maintain current knowledge for assigned areas and adapt to new technologies, keeping technical skills up-to-date and using technology to increase productivity.
