General Statement of Job

This position performs a variety of operations in a fast-paced, dynamic, high-impact position responsible for all implementing, supervising, and participating in various activities at The Haven on Vine Apartment Community (123 units). Duties include direct oversight of the full cycle of the leasing process from application to move-in, on-site operations including all financial, customer service, resident relationship management, office functions, community events, compliance matters, vendor relationships, project management, rent collections, property maintenance, etc. to ensure smooth and sustainable operations of a developing multifamily affordable housing property. Supervises assigned personnel. Works under the general supervision of the Deputy City Manager.

Essential Functions:

* Maintain a positive, customer service-oriented approach to the management of all aspects of an affordable housing property with a goal of meeting current and future resident and community needs.

* Maintain positive, professional and effective communication with applicants, residents, vendors, clients and guests and respond to needs of tenants, facilitate resolution of tenant problems and complaints and address problems is a timely manner.

* Take all actions necessary to maintain full or near full occupancy including lease up, lease renewals, tenant eligibility, tenant interviews. income qualifications, rent calculations and annual tenant recertifications.

* Manage and execute all aspects of project financials including preparing the annual budget, accounts payables and receivables, revenues and expenditure reporting, rent collections, account reconciliations, and tenant document maintenance including rent rolls, projections and occupancy goals.

* Ensure all tenant and community records are maintained in accordance with all legal/ compliance requirements and company policies and/or procedures.

* Maintain tenant waiting lists.

* Maintain compliance and eligibility requirements as established by the appropriate funding, permitting and regulatory local, state and/or federal agencies. Project funding sources include Community Development Block Grant, HOME Investment Partnership, American Rescue Plan Funding.

* Conduct all business in accordance with City policies and procedures, Federal Fair Housing, Americans with Disabilities Act, and all other laws pertaining to the apartment and affordable housing industry.

* Plan, schedule, and coordinate general maintenance, repairs, remodeling, and/or construction projects for the community to ensure physical aspects of the community are within the defined standards and enhance curb appeal.

* Identify and implement opportunities for increasing funding opportunities for the community through grants, sponsorships, partnerships and donations.

* Develop and maintain partnerships with local governments, community agencies and the local business and non-profit community. Attends community meetings and events as appropriate.

* Function as a resource center for residents on all things that affect and may disturb their community-living experience and refer residents as necessary to appropriate services and agencies that offer assistance.

* Respond to any potential housing violations and liability concerns regarding the community.

* Address delinquencies, recommend cases of delinquency and lease non-compliance, prepare eviction documents for referral to City Attorney's Office and provide support in proceedings as necessary.

* Participate in tenant grievance hearings. Refer tenants to supportive services to assist them in maintaining tenancies as needed.

* Directs and supervises daily activity of assigned personnel.

* Recruits, interviews and trains personnel. Supervises, reviews, and evaluates the work of subordinates.

* Keeps abreast of trends and issues in multifamily affordable housing.

* Perform other duties as assigned.

Minimum Education and Training

Requires a Bachelor's Degree; supplemented by five (5) to seven (7) years of experience in the property management industry, or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities.

3 years of experience as a multifamily property manager.

Knowledge of multifamily affordable housing programs including but not limited to HUD and state affordable housing programs such as the Low-Income Tax Credit Properties, HOME Investment Partnership Program, State Housing Investment Partnership Program (SHIP), Community Block Grant Program (CDBG) and Florida Housing Finance Corporation qualifications and compliance programs.

Must have strong computer skills (MS Office, Google Apps, property management-related software, email, internet).

Must have excellent interpersonal, verbal, and written communication skills. Capacity to interact effectively with various levels of the organization. Ability to work well under time and other constraints.

Must possess and maintain a valid state of Florida driver's license.

Must possess or obtain the most current FEMA 100, 200, 300, 400, 700, and 800 Incident Command System certifications within 12 months of appointment to the job.

Must be able to successfully pass a level II background check, pre-employment drug screening.

Bilingual (English & Spanish) Preferred.

Skill Requirements:

Has thorough knowledge of the methods, procedures, and policies of housing as they pertain to the performance of duties of the Community Property Manager Position. Is knowledgeable in the laws, ordinances, standards, and regulations, pertaining to the specific duties and responsibilities of the position. Has knowledge in the areas of recreation programming and administration, marketing, community relations, budgeting, fundraising, etc. Ability to make sound, educated decisions. Has the ability to plan and develop daily, short and long-term goals related to City purposes.

Has considerable knowledge of the policies, procedures, and activities of the City and departmental practices. Has considerable knowledge of office administration practices and of the operation of standard office machines and equipment used within the department. Has general knowledge of bookkeeping practices and methods. Has considerable knowledge of guidelines for proper document formatting, spelling, punctuation, and grammar in business communications. Has comprehensive knowledge of the terminology, principles, and methods utilized within the department.

Knows how to keep abreast of any changes in policy, methods, computer operations, equipment needs, policies, etc., as they pertain to departmental operations and activities. Has knowledge of the laws, ordinances, standards, and regulations pertaining to specific duties and responsibilities of the position. Has the ability to comprehend, interpret, and apply laws, regulations, procedures, and related information. Ability to effectively communicate and interact with supervisors, members of the general public, and all other groups involved in the activities of the department.

Has the ability to plan, organize, and prioritize daily assignments and work activities. Ability to use independent judgment and work with little direct supervision as situations warrant. Ability to assemble information and make written reports and documents in a concise, clear and effective manner. Has the mathematical ability to handle required calculations. Ability to read, understand, and interpret departmental documentation, reports, and related materials. Is knowledgeable and proficient with computers and software programs typically used in the position. Ability to type and perform data entry accurately and with appropriate speed.

Physical Requirements:

The work is light work which requires exerting up to 30 pounds of force occasionally and/or exerting up to 20 pounds of force frequently, and/or up to 10 pounds of force to move objects frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Work is performed while standing, sitting and/or walking. Requires the ability to communicate effectively using speech, vision, and hearing. Requires the use of hands for simple grasping and fine manipulations. Requires bending, squatting, crawling, climbing, reaching. Must be physically able to operate a variety of office machines, tools and equipment, such as a personal computer, scanner, telephone, switchboard, postage machine, dictation equipment, cash register, shredder, two-way radio and general office equipment.

Identifies or assists in identifying alternative solutions to issues or situations. Implements decisions in accordance with prescribed and effective policies and procedures and with a minimum of errors. Seeks expert or experienced advice where appropriate and research issues, situations and alternatives before exercising judgment.
