CITY OF LAREDO is Hiring a Superintendent, Water Pollution, (A244135-2), 212, Water Pollution Control Near Laredo, TX

Plans, directs, and manages the Water Pollution Control Division, including Industrial Pretreatment Program, Water Conservation Program, Cross-Connection Control Program, Water Quality Program, Industrial and High Strength Wastewater Program. Oversees inspection staff to determine compliance with local, state, and federal regulations. Ensures proper methods and techniques are utilized in water and wastewater sampling. Ensures staff maintain all required licenses to perform job assignments.

ESSENTIAL DUTIES & RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

  • Supervises, directs, and evaluates assigned staff. Supervisory functions include: makes hiring and termination decisions; prioritizes assignments and directs work; develops and oversees employee work schedules and approves time away from work; provides and/or facilitates employee training and development; approves/processes employee concerns and problems and counsels or disciplines as appropriate; completes employee performance appraisals; determines or makes recommendations regarding new hire salaries and salary changes; and acts as liaison between employees and management.
  • Ensures coliform samplings are completed daily and adhere to Revised Total Coliform Rule (RTCR).
  • Plans Biochemical Oxygen Demand and Total Suspended Solids samplings, following standard operating procedures and adhering to city ordinances regrading industrial and high strength wastewater.
  • Oversees Drinking Lead and Copper Rule Program.
  • Remains current with state and federal rules and standards; ensures staff maintains required licenses.
  • Compiles and issues reports to Texas Commission on Environmental Quality (TCEQ).
  • Performs Customer Service Inspections, inputs data for cross-connection control test reports, and registers backflow preventers.
  • Performs related work as required.

COMPETENCIES FOR SUCCESSFUL PERFORMANCE OF JOB DUTIES

Knowledge of:

  • Knowledge of TCEQ rules and regulations, TAC 290 Rules, Plumbing Codes, City Ordinances, Lead and Copper Rule. Revised Total Coliform Rule Sampling and Repeat Sampling Requirements.
  • Knowledge of standard methods for the examination of water and wastewater
  • Knowledge of sample collection equipment and processes 
  • Knowledge of modern office procedures and methods including computers and applicable software, such as GIS.
  • Knowledge of English grammar, spelling, and punctuation.
  • Knowledge of the principles and practices of employee supervision.

Required Education and Experience
  • Bachelor's degree from and accredited* college or university in Biology, Chemistry, Science, or related field
  • At least five (5) years of experience in utilities (water or sewer), of which three (3) years would have been in a supervisory capacity

**Continued employment is contingent on successfully obtaining required certification(s) and/or license(s) within the specified period of time indicated above from time of hire.
  • Code Enforcement License must be obtained within 12 months of employment**
  • Backflow Prevention Assembly Tester License from the Texas Commission on Environmental Quality (TCEQ) must be obtained within 12 months of employment**
  • Customer Service Inspector License from the Texas Commission on Environmental Quality (TCEQ) must be obtained within 12 months of employment.**
  • Water Operator License Class C from the Texas Commission on Environmental Quality (TCEQ) must be obtained within twenty-four (24) months of employment**

Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment.

As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment.

Effective February 24, 1997, all selected applicants are required to undergo a drug and alcohol test prior to employment.

Effective January 7, 2008, all persons in safety-sensitive functions/positions, as per City of Laredo Drug and Alcohol Policy definition, shall be subject to random drug and alcohol testing.
