Nature of Work
Identifies, investigates, analyzes and reports on workplace hazards and accidents, and applies safety compliance methods and techniques, to develop and recommend hazard controls and safety training programs.
Environmental Factors
Work is performed in an office setting and on-site at various locations and facilities where hazards may exist involving exposure to all phases of construction, traffic, hazardous materials, weather conditions, noise, debris, dust, and other related obstacles and hazards. Protective clothing and safety devices must be used as appropriate.
Physical Factors
Light physical demands. Frequent use of a personal computer.
Work Situation Factors
Position involves competing demands, performing multiple tasks, working to deadlines, and responding to customer issues. Position requires on-call duties to respond to emergency needs and may include extended hours, working weekends, and holidays. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

This position is graded RN16.
Duties and Responsibilities

  • Evaluates operations and provides recommendations for implementation of appropriate programs and measures to assure a safe and healthy environment for employees, guests and citizens; coordinates and administers Safety and Occupational Health programs, including risk identification, accident prevention, hazard control, training, and job safety analysis; conducts research, develops, recommends and implements policies, procedures, and safety training for employees as directed to meet Federal and state guidelines.
  • Performs inspections and evaluations to identify and analyze workplace hazards that can result in harm to people, property and the environment; applies safety compliance methods and techniques to develop and recommend hazard controls.
  • Investigates, documents, and photographs accidents and incidents; compiles and analyzes data to prepare reports containing findings and recommendations for corrective action; facilitates follow-up procedures; tracks and categorizes accidents and claims; reviews data and identifies trends in evaluating the effectiveness of existing programs and activities to develop and recommend new and revised training programs, processes, and procedures.
  • Performs ergonomic assessments of work spaces, reviews employee work processes, and recommends changes to reduce workplace discomfort; assures compliance with City Safety Committee policies, and New Mexico Occupational Health and Safety Bureau (OHSB) and Federal Occupational Safety & Health Administration (OSHA) rules, regulations and procedures.
  • Works with staff and others to reduce the frequency and severity of accidental losses, and achieve a workplace environment committed to safety and loss prevention; participates on various technical and advisory teams and committees to provide information on regulatory compliance and safety issues.
  • Administers training as directed and according to state and Federal regulations and established policies and procedures; provides guidance in safety evaluation processes and safety program procedures within delegated authority; trains staff and managers on hazard recognition skills and job safety protocols; manages special projects as required; prepares and processes special and recurring reports and various related administrative records.
Minimum Qualifications
Bachelor's Degree in Occupational Safety, Health Management, Risk Management, Business or Public Administration, or related field is preferred. Three (3) years of experience in administration of safety programs and risk analysis, preferably in the public sector is required. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.
LICENSES/CERTIFICATIONS
Valid driver's license is required. Position requires an acceptable driving record in accordance with City policy. Other relevant Professional Certifications may be preferred.
Knowledge, Skills, and Abilities
Considerable knowledge of: New Mexico OHSB and Federal OSHA rules, regulations and procedures; principles, practices and techniques of risk management, safety control and accident prevention; occupational and environmental safety and health hazards, and safety practices; claims processing rules and regulations; principles of record keeping, case files and records management; business and personal computers, and applicable software applications; methods and techniques for training program development, needs assessment and analysis; City organization, operations, policies and procedures to effectively perform the required functions and duties of the position.
Ability to: perform a variety of duties and responsibilities timely and with accuracy to meet time-sensitive deadlines and to ensure achievement of goals and objectives; read, interpret, and ensure compliance with policies, procedures, rules, and regulations governing safety, occupational health and related activities, programs, and functions; safely operate a motor vehicle and navigate across even and uneven surfaces; communicate effectively orally and in writing; research and compile applicable information and maintain accurate records; prepare and present accurate and reliable reports containing findings and recommendations; review documents and extract relevant information; establish and maintain effective and appropriate working relationships with employees, other agencies, and the public; use initiative and independent judgment within established procedural guidelines to successfully meet established goals and objectives
Skills in: analyzing safety issues, evaluating alternatives, and recommending improvement in operations, services, procedures, policies, and methods based on findings; researching, analyzing, interpreting and communicating laws, regulations, and technical procedures; developing and delivering training programs for all levels of personnel; motivating employees to maintain a safe work environment; using safety analysis tools and equipment; using independent judgment and personal initiative; maintaining complete and accurate records and case files; operating a personal computer with installed generic and specialized software; assessing and prioritizing multiple tasks, projects and demands; interpreting technical instructions and analyzing complex variables.
