City of Mansfield is Hiring a City of Mansfield Finance Clerk Near Mansfield, OH

Reports To: Budget Manager/Income Tax Director

FLSA Status: Non-exempt

SUMMARY: The Finance Clerk is part of the AFSCME bargaining unit and may be placed in the Financial Accounting arm or the Income Tax arm of the Finance Department. This position is responsible for providing essential support in various financial activities, ensuring accuracy and compliance with municipal regulations.

DUTIES AND RESPONSIBILITIES:

· Processes invoices for payment to vendors by validating description to approved purchase orders, resolving discrepancies, and accurately inputting financial transactions into the accounting system.

· Maintains and organizes financial records, ensuring proper documentation and filing.

· Prepares and issues payments to vendors in a timely manner.

· Analyzes vendor statements for accuracy, checks past-due and credit balances.

· Prepares reports as requested.

· Responds to inquiries from internal departments and external vendors.

· Ensures departmental compliance with municipal financial policies and procedures.

· Processes income tax returns.

· Analyze returns for accuracy, and makes suggestions regarding delinquencies and penalty assessment.

· Inputs tax return data into the income tax software.

· Ensures taxpayers are compliant with municipal tax code.

· Provides courteous assistance and clarification to taxpayers on the phone and in person.

· Receives cash, check, credit card and ACH payments and prepares daily deposit of receipts.

· Performs miscellaneous support functions and special projects as required.

· Performs all other duties as assigned.

QUALIFICATIONS:

Education – Associate’s degree in Finance, Accounting, Business Administration, or related field preferred; at least 3 years of experience in a similar role.

· Language Skills – Ability to interact clearly and effectively in both written and oral communication with vendors, taxpayers, management, and co-workers.

· Mathematical – Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

PHYSICAL DEMANDS:

While performing the duties of this job, the individual must be able to remain in a stationary position for 90 percent of the time while operating their computer and performing office work. The individual needs to occasionally move about inside the office. They constantly operate a computer and other office productivity machinery, such as a calculator, copy machine, fax machine, and computer printer. They must be able to exchange accurate information with customers and others in the office while interacting. The employee must regularly move up to 15 pounds overhead and occasionally move up to 25 pounds. The individual must be capable of reviewing their work for errors and make adjustments as necessary.

Job Type: Full-time

Pay: $31,762.00 - $45,822.00 per year
