Position Summary
This position manages the capital improvement program for the Engineering division within the Public Works department. The Engineering division is responsible for the planning, design and construction of capital improvement projects including water, wastewater, stormwater, facilities, parks, transportation and other miscellaneous projects. This position plans, organizes and supervises staff to ensure successful completion of capital improvement projects from concept to construction, according to project timelines and budget.
This is a supervisory position that requires the application of professional expertise to determine facts, analyze problems, and make decisions without immediate supervisory review. The position requires professional knowledge and technical proficiency in civil engineering according to applicable city, state and federal regulations, policies, guidelines and engineering standards. Work performance is reviewed for the quality and quantity of results produced by personnel in the division. The incumbent sets broad objectives and is accountable for the overall performance of the Engineering division.
Examples of Job Duties

  1. Manages the Engineering division including establishment and administration of departmental goals, objectives, policies and procedures.
  2. Provides oversight of the division's management of projects and programs, including planning, design, funding, environmental review and permitting, right-of-way and property acquisition and construction.
  3. Plans, schedules, organizes and directs daily operations and activities of the Engineering division.
  4. Supervises assigned staff, including assigning tasks and projects, and evaluating performance; develops staff skills and coordinates training; meets with staff to discuss and resolve project and technical issues; prioritizes work assignments, monitors results, reviews staff reports, and ensures that all project and technical issues are addressed and resolved.
  5. Reviews employee's work processes and products and evaluates performance, including performance evaluations, counseling employees and recommending or issuing disciplinary action. Participates in the interviewing and hiring process for new employees and promotional positions.
  6. Develops a variety of planning documents, including annual and long-range capital improvement programs, transportation improvement plan and comprehensive plans. Develops and manages the division's budget, short- and long-range plans for the division, including APWA accreditation, policies and procedures.
  7. Ensures compliance with applicable state and federal laws, city policies and procedures, and industry standards.
  8. Provides technical support and acts as engineering liaison for the division and the Public Works Department, consultants, developers, governmental agencies, utilities and special purpose districts.
  9. Assists in the preparation of grant applications and other documents to obtain alternative or supplemental funding sources for programs. Manages state and federal grants for capital projects to ensure compliance and to meet funding schedule.
  10. Prepares a variety of other written documents, such as correspondence, memoranda, city council agenda bills, contracts, agreements, and technical reports.
  11. Responds to inquiries or complaints from internal and external customers; participates in technical review and public meetings; makes public presentations.
  12. Represents the division at public meetings before the City Council, boards, commissions, committees, or hearing examiner on capital projects.
  13. Serves on the department's management team.
  14. Assists the Development Services Manager with developer projects as assigned.
Qualifications
A combination of the experience, education, and training listed below which provides an equivalent background to perform the work of this position.
Experience:
  • Five years of experienceperforming design work for capital projects, construction management and inspection work in the public sector, or related professional experience.
  • Two years of supervisory experience.
Education and Training:
  • Bachelor's degree in civil engineering or related field, such as construction management.
Licenses or Certificates:
  • Washington State Professional Engineer License.
  • Must possess, or have the ability to possess within one month of hire date, a Washington State driver's license.
  • Must possess, or have the ability to possess within six months of hire date, first aid and CPR certifications.

Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.
Work is performed mostly in an office environment with some time spent outside in the field in a variety of weather conditions. While in the field, the employee must stand or walk on variable surfaces including hard, even surfaces and uneven ground, as well as sloped embankments. Employee occasionally works in the right of way or construction sites and may be exposed to physical hazards such as moving traffic and heavy construction equipment. The employee is occasionally exposed to fumes or airborne particles. Indoors, the noise level is usually moderate; outdoors, the noise level may be moderate to loud.
Work is performed mainly during city office hours; however, incumbent may be called in to work in emergency situations. Some travel will be required and incumbent must attend night meetings such as City Council meetings.
