Summary Of PositionUnder the direction of the Development Engineering Manager, performs or assists with managing tasks associated with development review including but not limited to: engineering plan review for residential subdivision and commercial site development; attending Development Review Committee meetings; conducting meetings with consultants, engineers, property owners, and residents; planning public infrastructure systems, including streets, drainage, water, and sewer systems; and project management tasks including cost estimates, easement acquisition, schedule management, and construction observation.

Essential Functions/Knowledge, Skills, & AbilitiesESSENTIAL DUTIES AND RESPONSIBILITIES When Assigned to Graduate Engineer I
  • Assists with review of civil engineering plans, site plans, and plats for residential, commercial, and public land development projects that may include grading, drainage, paving, water, sewer, and other similar systems; verifies right-of-way and easement dedications, drainage requirements, parking, paving, and other improvements are in compliance with local, state and federal standards and codes.
  • Acts as a liaison with consultants and external engineers.
  • Responds to public inquiries and inter-departmental inquiries relating to land development functions.
  • Confers with the supervisor and other departmental professionals and composes various forms of written documentation in acquiring information for accurately performing essential functions such as civil engineering drawings, plats, standard construction specifications and details, and design standards.
  • Assists with site inspections during all stages of construction projects.
  • Coordinates with other agencies including Collin County, the Texas Department of Transportation (TxDOT), North Texas Municipal Water District (NTMWD), and others.
  • Contributes to updates of City ordinances, design manuals, standard details, and construction specifications.
  • Performs research and routine clerical functions.
When Assigned to Civil Engineer I Duties of Graduate Engineer I carry over and are performed with minimal assistance, in addition to:
  • Reviews and manages offsite infrastructure and master plan infrastructure projects with minimal assistance.
  • Reviews and manages developments within the City’s Extra-Territorial Jurisdiction (ETJ) with minimal assistance.
  • Provides technical direction and support to other department personnel and other City departments.
  • Represents the Engineering Department at Pre-Development Meetings with developers.
  • Assists with the preparation, review, and execution of easements, agreements, ordinances, and other similar legal documents.
When Assigned to Civil Engineer II Duties of Civil Engineer I carry over and are performed independently, in addition to:
  • Reviews and manages high priority and large planned developments with minimal assistance.
  • Serves as Team Lead on the Engineering Design Manual or Engineering Standard Details Committees.
  • Assists with the review of engineering studies, including Traffic Impact Analyses, Water and Sewer Studies, and Flood Studies.
  • Presents information and recommendations to City Council and other leadership with respect to land development projects.
When Assigned to Senior Engineer I Duties of Civil Engineer I & II carry over and are performed independently, in addition to:
  • Assists the Development Engineering Manager in the supervision and guidance of other land development team members, including work assignments, time management, and professional development.
  • Serves as a subject matter expert for land development or a specific civil engineering discipline.
  • Monitors industry trends and offers recommendations for implementation of innovative technical advancements.
  • Performs supervisory activities in the absence of the Development Engineering Manager.
When Assigned to Senior Engineer II Duties of Civil Engineer I & II and Senior Engineer I carry over, in addition to:
  • Independently guides and mentors other land development team members, including work assignments, time management, and professional development.
  • Assists the Development Engineering Manager with workload planning and adherence to the plan.
  • Develops and implements citywide strategies for the development process and development standards.
  • May supervise other Development Engineering staff.

  • Ability to know and use engineering and legal professional language.

  • Utilize a variety of advisory and design data and information, such as technical study reports, engineering drawings, budget printouts, zoning and subdivision codes, planning maps, engineering designs and city ordinances.
  • Ability to work from construction plans, shop drawings, and sketches, perform data entry, maintain records, and prepare reports.
  • Able to work independently with minimum supervision and meet schedules and timelines.
  • The ability to work in a team environment; contribute as a team member and treat co-workers, subordinates, and customers with respect.

Required QualificationsMINIMUM QUALIFICATIONS Any work-related experience resulting in acceptable proficiency levels in the below Minimum Qualifications is an acceptable substitute for the below specified education and experience requirement. When Assigned to Graduate Engineer I
  • Bachelor of Science degree in Civil Engineering or related field.
  • Engineer-in-Training certificate (or Engineer Intern certificate) from any state.
When Assigned to Civil Engineer I
  • Bachelor of Science degree in Civil Engineering or related field.
  • Texas Professional Engineering (PE) License, or the ability to obtain within six (6) months.
  • Four (4) years Civil Engineering experience in municipal and/or land development engineering; or an equivalent combination of education, training, and experience.
When Assigned to Civil Engineer II
  • Bachelor of Science degree in Civil Engineering or related field.
  • Texas Professional Engineering (PE) License, or the ability to obtain within six (6) months.
  • Seven (7) years Civil Engineering experience in municipal and/or land development engineering; or an equivalent combination of education, training, and experience.
When Assigned to Senior Engineer I
  • Bachelor of Science degree in Civil Engineering or related field.
  • Texas Professional Engineering (PE) License, or the ability to obtain within six (6) months.
  • Ten (10) years Civil Engineering experience in municipal and/or land development engineering; or an equivalent combination of education, training, and experience.
When Assigned to Senior Engineer II
  • Bachelor of Science degree in Civil Engineering or related field.
  • Texas Professional Engineering (PE) License, or the ability to obtain within six (6) months.
  • Thirteen (13) years Civil Engineering experience in municipal and/or land development engineering; or an equivalent combination of education, training, and experience.
CONDITIONS OF EMPLOYMENT
