City of Memphis Careers is Hiring a Contract Compliance Analyst Near Memphis, TN

ESSENTIAL JOB FUNCTIONS: Works under the direction of the Minority and Women-Owned Business Enterprises Director in reviewing bid proposals and recommending approval or non-approval based on their compliance with bid specifications. Conducts pre-qualification, re-bid, pre-award, and contract compliance review conferences with contractors. Conducts on-site monitoring investigations of contractors by driving to various worksites. Educates the citizens and businesses of Memphis of the specifications and requirements of Title VI compliance. Coordinates and assists with the layout and production of Title VI brochures in English and Spanish. Assists with the production of the Title VI Compliance and Implementation Plan. Ensures the public is properly educated about Title VI, filing complaints, rights and privileges under the law and that administrators enforce the law. Represents the City of Memphis locally and statewide regarding Title VI. Works in conjunction with the Tennessee Department of Transportation to ensure compliance with Title VI. Assists departments in developing Minority Women Business Enterprise (MWBE) projects for purchase and contract. Prepares analytical reports on the city's Minority Business (MBE) program. Reviews minority business affidavits and joint venture disclosure affidavits to ensure legitimacy of minority firms. 
OTHER FUNCTIONS:

  1. Performs additional functions (essential or otherwise) which may be assigned.

TYPICAL PHYSICAL DEMANDS: Requires the ability to communicate clearly both verbally and in writing with management, staff, elected officials, contractors, and the general public. Requires the use of general office equipment such as a computer, copier, fax machine, and telephone. Requires the ability to lift and carry objects weighing up to 20 lbs., such as books and contracts. Requires the ability to operate a motor vehicle.
TYPICAL WORKING CONDITIONS: Majority of work is performed in an office environment. Conducts on site visits to contractors and travel to other cities may be required. 

MINIMUM QUALIFICATIONS: Bachelor's degree in Industrial Management, Public Administration, Business Administration, or closely related field and one (1) year of administrative experience in either policy analysis, research and report writing, monitoring and contract administration; or any combination of experience and training which enables one to perform the essential job functions. Law degree or course work completion preferred. Must possess and maintain a valid driver license as a condition of continued employment.
