DEFINITIONTo plan, direct, manage, and oversee the activities and operations of the City Attorney’s Office; to coordinate assigned activities with other City departments and outside agencies; and to provide highly responsible and complex administrative support to the Mayor, City Manager, and City Council. Supervision Received and ExercisedReceives general administrative direction from the Mayor and the City Council.Exercises direct supervision over supervisory, professional, technical, and clerical staff.
EXAMPLE OF DUTIES
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES(Essential functions are those functions that the individual who holds the position must be able to perform unaided or with the assistance of reasonable accommodation.)1. Serve as a representative of the City of Mesquite, demonstrating a positive attitude and progressive actions through the display of professionalism, courtesy, and appropriate tact and discretion in all interactions with other employees and with the public.2. Serve as the chief legal officer of the City as defined in the City Charter, which includes prosecuting any violation of law occurring within the City of Mesquite that the NRS authorize a city to prosecute. 3. Assume full management responsibility for all City Attorney’s Office services and activities including legal advice, prosecution, and documentation; recommend and administer policies and procedures.4. Manage the development and implementation of City Attorney’s Office goals, objectives, policies, and priorities for each assigned service area.5. Validate the legal integrity of resolutions, ordinances, proposed contracts, bonds and financing papers, insurance policies and other documents prior to presentation to City Council, thereby mitigating legal risks.6. Monitor and control liability claims and lawsuits.7. Responsible in the negotiation of proposed union agreements.8. Coordinate and prepare ordinances, resolutions, deeds, pleadings, contracts, and other legal documents.9. Represent the City in lawsuits and administrative hearings.10. Appear before court and other administrative proceedings to represent the City’s interest as required.11. Responsible for pursuing legal means to enforce City ordinances, abate public nuisances, recover for damages to City property, and condemn property for public purpose and other matters.12. Establish within City policy, appropriate service, and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.13. Plan, direct and coordinate the City Attorney’s Office work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with management staff to identify and resolve problems.14. Assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes.15. Select, train, motivate, and evaluate City Attorney’s Office personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.16. Oversee and participate in the development and administration of the City Attorney’s Office budget; approve the forecast of funds needed for staffing, equipment, materials, and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary.17. Develop City Attorney’s Office programs, policies, and activities; negotiate and resolve sensitive and controversial issues.18. Represent the City Attorney’s Office to other City departments, elected officials and outside agencies; coordinate City Attorney’s Office activities with those of other departments and outside agencies and organizations.19. Oversee and direct the City’s efforts to collect outstanding improvement district assessments, ambulance collections, traffic, and parking ticket monies and enforce judgments.20. Provide staff assistance to the Mayor, City Manager and City Council; participate on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence.21. Provide staff support to assigned boards and commissions.22. Respond to and resolve difficult and sensitive citizen inquiries and complaints.23. Be dependable and meet acceptable attendance requirements at all times.24. Follow all applicable safety rules and regulations. OTHER JOB FUNCTIONSA. Protect confidential information by preventing unauthorized release, both verbal and/or in writing.B. Perform other related duties as assigned.

WORKING CONDITIONSWork is performed under the following conditions: Work is performed in an office setting. Subject to high levels of stress.Physical Requirements: Duties require sufficient mobility to work in a typical office setting and use standard office equipment, including a computer; sustained posture in a seated position for prolonged periods of time; occasional stooping, twisting, bending, kneeling, and reaching; vision to read printed materials and a VDT screen, and hearing and speech to communicate in person or over the telephone.
