Nature of WorkThis is an executive level position responsible for directing, implementing, and enforcing the City of Miami's and Dade County's Zoning Code and regulations.
Work involves directing and overseeing the City's zoning plan review, interpreting the Zoning Ordinance, and assisting with code enforcement programs. This position is responsible for directing the Zoning staff, developing and maintaining the policies and procedures related to the interpretation of all applicable laws, ordinances and regulations; implementing zoning code changes; and developing and implementing related training programs. Work is reviewed through conferences, reports and observations of program effectiveness. Reports to an Assistant City Manager or designee.
Essential FunctionsThe duties of the position include but are not limited to: directing the activities of the Zoning staff through subordinate personnel; developing and implementing training programs for the Zoning staff; interpreting and administering the City of Miami's Zoning Ordinance; assisting with the coordination of the enforcement programs of the City of Miami's Zoning Ordinance; composing correspondence responding to complaints, questions, etc; providing technical expertise to customers, superiors, department heads, City officials and others; representing the office or City on boards, meetings, etc.; developing, preparing and monitoring the department's budget; maintaining current with changes to the law, code, ordinances, etc; meeting with legal department to provide technical knowledge for hearings, lawsuits, etc; gathering, complying and presenting reports to various officials, citizens, associations, etc; standardizing procedures to improve efficiency and effectiveness of operations; conferring with staff members on technical work issues; accompanying staff in the field to review unusual problems, providing general assistance and making final decisions relating to zoning ordinance interpretations; overseeing and coordinating through subordinates the review of site plans and applications for zoning permits and other permits and certificates required by the Zoning Ordinance; conferring or corresponding with architects, building owners and the public concerning questions involved in the zoning code interpretation; conferring with the staff of other agencies regarding projects or problems of mutual concern; overseeing and coordinating through subordinates' activities of the landscape code enforcement section; attending and participating in the activities of various boards and committees dealing with matters relating to the Zoning Ordinance and related codes; making recommendations for changes in ordinances and regulations relative to zoning and other codes; supervising the formulation and implementation of written procedures for the plans examination and inspection sections; providing assistance to City Commissioners as required concerning zoning regulations and issues; attending meetings and representing the City; and performing other related duties as required.
Minimum RequirementsBachelor's degree and five (5) years progressively responsible experience in the legal interpretation of regulations and laws. Previous public sector experience highly desired. Two (2) years supervisory experience is also required.

Equivalent combination of education and experience beyond a bachelor’s degree.

If degree/diploma does not reflect the academic major on its face, transcripts indicating degree completion must be submitted. Audit/Academic reports are not accepted as substitutions for college transcripts.

Credential evaluation reports showing the United States equivalency for academic credentials earned in other countries may be provided by:
  • An accredited four-year college or university in the United States, OR
  • A current member of the National Association of Credential Evaluation Services ( NACES ), OR
  • A current member of the Association of International Credential Evaluators ( AICE ), OR
  • A recognized Professional Organization
