Nature of WorkThis is professional mid-level engineering work in the office and field involving the design, construction, inspection, and project management of moderately complex municipal public works projects.
Work entails the evaluation, selection, and application of standard engineering techniques, procedures, and criteria to the design of moderately complex public works projects. An employee may be responsible for reviewing plans for public roadway and/or bridge projects and/or for private development. An employee may also be responsible for minor roadway design, as well as pavement marking and signage. An employee may be responsible to assist other divisions within the Department, as necessary. An employee will use sound professional and independent judgment in making minor adaptations and modifications to assigned projects which have clear and specified objectives. Supervision may be exercised over subordinate engineering staff and/or clerical personnel. An employee reports to a Registered Professional Engineer, Assistant Director, Director, or designee, who reviews and approves work for conformity to project specifications and then seals plans. This job is not of a routine, clerical or ministerial nature.
Essential FunctionsReviews plans and permits submitted by other agencies, and departments and/or individuals to ensure conformity to City Code specifications and policies of the City¸ as well as other applicable regulatory requirements from the local, county, state, and federal levels.
Designs moderately complex municipal public works projects; prepares and examines preliminary and final plans, preliminary cost estimates, and specifications.
Acts as project manager after completion of design phase of assigned projects; conducts field investigations concerning general construction in progress; researches underground utility records and engineering plans to support field investigations.
Inspects construction of public works projects for conformity to specifications; may supervise subordinate engineering technicians assigned to project.
Researches and investigates variables which may affect projects; makes minor adaptations and modifications as needed; refers problems involving higher complexity to an engineering superior.
Assists in the formulation of financial and legal documents and/or contracts for assigned projects between the City and private contractors; composes bid forms which accompanies construction specifications delivered to private bidders.
Prepares progress reports daily, weekly, monthly, annual and special reports, as needed. Tracks and organizes information routine to area of assignment.
Prepare permit applications suitable for submission to appropriate agencies (ie. EPA, FDOT, etc.)
Prepares, monitors, and coordinates contracts for related departmental issues, such as storm sewer rebuilding and retrofitting, environmental contracts, maintenance contracts, traffic operational contracts and other contracts as needed.
Provides specific information to the public concerning public works projects in progress.
Applies appropriate personnel policies pertaining to approval or disapproval of leave request and overtime authorizations; initiates appropriate disciplinary actions and evaluates subordinate employee performance.
Minimum RequirementsPerforms other related work as required.
Bachelor’s degree in Engineering, Construction Management, Architecture, or closely related field and two (2) years of experience in the practice of engineering. A Valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, however prior to appointment a State of Florida Driver's License (Class E or higher) must be presented to the Department of Human Resources and must be maintained valid through employment. Possession of the Engineer-In-Training Certificate and graduation from an engineering program accredited by the American Board of Engineering Technology (ABET) are highly desirable.
OR
An equivalent combination of education and experience beyond a high school diploma or its equivalent and six (6) months of the required experience.
SPECIAL REQUIREMENT:Depending upon department needs, special certification or a Master's degree in a specific discipline, such as Environmental Engineering, Electrical Engineering, Civil Engineering, or other engineering area, may be required.

  • To qualify under the equivalency clause, applicant must provide proof of education in one or more of the following applicable forms: copy of high school diploma, or equivalent, OR any higher accredited degree such as an Associate's, Bachelor's, Master's degree or higher.

  • A current member of the National Association of Credential Evaluation Services (NACES), OR
  • A current member of the Association of International Credential Evaluators (AICE), OR
  • A recognized Professional Organization
