Aligning the Organization’s Strategy: Through collaborative work with the City Management, an Organizational Development Manager ensures that the organization's practices and protocols align seamlessly with its overall goals and objectives. Addressing Organizational Gaps: This role focuses on identifying and addressing organizational gaps, which is crucial in improving capabilities across the City’s various departments. This mayresult in increased productivity, reduced inefficiencies, and ultimately, improved delivery of city services to residents.3. Enhancing Employee Skills & Capabilities: By developing and managing professional training programs tailored to specific needs of the workforce, the Organizational Development Manager significantly enhances employees' skills and competence. A more skillful and knowledgeable workforce can contribute to superior performance and service delivery.4. Leading Change Management: The person in this role will spearhead change management initiatives, which will help in smoothly navigating any strategic shifts. EXAMPLE OF DUTIES
1. Create and implement a strategic plan for workforce development ensuring alignment with citywide strategic plan goals and objectives.2. Collaborate directly with City Management to identify and fill the organizational skill and knowledge gaps.3. Lead the development and execution of comprehensive training programs. Development and execution of training for employees and others throughout the organization will be monumental in this role.4. Analyze organizational processes and make recommendations and action plans for measurable and trackable improvements.5. Facilitate communication and change management efforts during the implementation of organizational change initiatives.6. Monitor and measure the effectiveness of development programs to ensure they meet the organization's strategic goals and objectives.7. Mine and use data to inform decisions about workforce planning and talent management.8. Create a culture of being a Learning Organization throughout the entire city staff.9. This role will be responsible for re-wiring and shifting the mindset of the culture of the organization to be future-thinking and comprehensive thinking across multiple projects, departments, and avenues.
SUPPLEMENTAL INFORMATION
1. Master of Business Administration from an accredited university is required. Similar master-level fields will be considered in a case-by-case scenario.2. Substantial experience in organizational development in a public sector/governmental context.3. Proven experience creating and implementing workforce training and development strategies.4. Superior negotiation, conflict resolution, and communication skills.5. High-level analytical thinking and problem-solving abilities with the ability to execute programs and initiatives independently.6. Experience with Industrial Psychology and a proven track record of enhancing organizational culture to align with a strategic plan is a must.
