City of Minneapolis is Hiring a Cannabis Business Services Specialist Near Minneapolis, MN

Position Description
As the largest and most vibrant city in the state, Minneapolis depends on purposeful, dedicated, and innovative employees. This position will plan and coordinate the implementation of a technical assistance program for cannabis businesses, identify potential participant businesses in the City of Minneapolis and assist them by matching them with the City's and external resources for small businesses. They will work directly with business owners and with other City staff to resolve questions and challenges facing new and existing cannabis businesses. This support will include assisting businesses in navigating City processes, connecting them to resources for technical assistance, site selection, financing, and addressing questions about City policies and ordinances.
Work Location This position is eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office. Attendance at community events, outside of normal working hours, may be required.
The City of Minneapolis does not sponsor applicants for work visas.
Job Duties And Responsibilities
  • Meet with business clients and provides guidance and referrals to assist them in identifying and solving business needs, including assisting with identifying resources to assist them with accounting, personnel management and related administrative problems using resources such as City and other governmental agencies, financial institutions, and other business agencies.
  • Provide information on programs affecting the future of cannabis businesses to assist clients in the planning and development of their businesses.
  • Participate in the development of marketing programs and communication strategies in conjunction with other City staff.
  • Participate in multi-department or inter-agency working groups tasked with improving processes and services for cannabis businesses.
  • Maintain a case history file of businesses assisted. Prepare activity and progress reports as needed.
  • Attend City Council, neighborhood group, and business organization meetings to gather and provide information as needed.
  • Conduct or participate in workshops or seminars on business services and development as requested.
  • Attend training sessions and informational meetings to stay abreast of available financing, economic development programs, law changes, and related issues for cannabis businesses.

Required QualificationsMinimum EducationBachelor's Degree in Business Administration, Public Administration, or a related field or a combination of training and experience that is substantially equivalent.
Minimum ExperienceThree years of experience in business management or business support services.

EquivalencyAn equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Selection ProcessThe selection process will consist of one or more of the following steps: a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.
Background CheckThe City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.
Union RepresentationThis position is represented by a collective bargaining agreement between the City of Minneapolis and the Minneapolis Professional Employees Association.
Eligible List StatementThe names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire in two months after it has been established.
Interview SelectionThe hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate’s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

  • Knowledge of small business technical assistance and training.
  • Knowledge of cannabis business law, regulations, and support programs is desired.
  • Knowledge of departmental programs, policies, and procedures is desired.
