The City of Monroe is a vibrant and progressive hub of retail, government, culture and industry in Union County. Monroe has a population of just under 40,000 residents and serves as the county seat. The City of Monroe has a population of 36,392, and is the county seat of Union County. The historic Victorian Courthouse, built in 1886, sits magnificently atop a central square and draws attention from every direction. To the north lie County and City government buildings - to the south, quaint downtown shops, restaurants and businesses. Several fountains and small park areas are part of the downtown landscape. A thriving Highway 74 Corridor is where most major restaurants, hotels, and shopping are found. The City of Monroe is also home to the Charlotte-Monroe Executive Airport.

The City of Monroe operates under a Council-Manager form of government. The City Council sets policies and enacts ordinances, which are carried out under the City Manager's direction. The City Council is comprised of an elected Mayor and six council members. The City has approximately 500 Full-time and 200 Part-Time employees within the following department: Administration, Communications and Tourism, Downtown and Facilities Maintenance, Economic Development, Energy Services, Engineering, Finance, Fire Department, Information Technology, Parks and Recreation, Planning, Police Department, and Water Resources.

The City of Monroe provides full-time employees an excellent fringe benefit package including 401(k), medical and dental insurance, prescription drug card, retirement, life insurance, short-term disability, sick leave, and many other group employee benefits. In addition: six (6) month successful probation with 5% increase in salary, Christmas bonus based on hire date, Performance Pay, Cost of Living Adjustments as approved by City Council, wellness incentives, fourteen (14) paid holidays and tuition reimbursement.

GENERAL DEFINITION AND CONDITIONS OF WORK

Performs technical work with law enforcement personnel and City of Monroe utility departments in response to daily operating procedures and emergency situations; does related work as assigned or required. Work is performed under the moderate supervision of the assigned Police Sergeant.
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires reaching, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of conveying detailed or important instructions to others accurately, loudly, or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the work is not subject to adverse environmental conditions.

ESSENTIAL FUNCTIONS/TYPICAL TASKS

Receiving, classifying, processing, and forwarding non-emergency service calls; preparing and maintaining computerized records and files. Receives law enforcement related service requests and calls. Receives routine and emergency utility department's request after hours in reference to electrical, gas, water, street, and parks and recreation. Operates radios, telephone, and computer terminals. Monitors in-house alarm systems. Contacts appropriate personnel when required or needed. Receives complaints in person or by phone; greets public at front window and determines their needs. Receives and transmits messages by radio and maintains radio log. Operates a variety of equipment and computers. Enters and receives information on the Department of Criminal Information (DCI) computer including driver and vehicle information, criminal histories, stolen vehicles, firearms, articles, wanted criminals, missing persons, and severe weather conditions. Takes telephone calls concerning complaints; distributes information to appropriate units; makes record of calls. Types and files reports and records; generates a variety of reports as requested. Monitors camera equipment. Performs related tasks as required.

KNOWLEDGE, SKILLS AND ABILITIES

KNOWLEDGE, SKILLS AND ABILITIES:
General knowledge of the methods of operating the communications system; general knowledge of radio procedures; general knowledge of the geography of the City and location of important buildings; ability to type at a reasonable rate of speed; ability to speak distinctly; ability to utilize computer aided dispatching and networking software; ability to deal courteously with the public under stressful conditions; ability to establish and maintain effective working relationships with associates and the general public.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from high school.

SPECIAL REQUIREMENTS

Possession of an appropriate driver's license valid in the State of North Carolina. Possession of or ability to obtain DCI and NCIC certifications within one year of employment.
