**Job Overview:**

The City of Monte Vista is seeking qualified applicants for position of Police Patrol Officer.

Applicants must be POST certified as a Colorado Police Officer. Selected applicants must be able to pass a physical, physiological evaluation, pre-employment drug test and extensive background check. Must be able to work all shifts. Starting salary $44,720-47,320 DOE plus excellent benefits and retirement. A $5,000 hiring bonus is available with a signed two-year commitment. JOB SUMMARY:

Performs law enforcement duties involving the protection of life and property through the prevention and control of crime, preservation of peace, regulation of traffic, and provision of emergency services and other related duties. Enforce city, state and federal laws.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The following statements are illustrative of the essential functions of the job and do not include other nonessential or peripheral duties that may be required. The City retains the right to modify or change the duties or essential functions of the job at any time.

· Protects the public by performing peace keeping and law enforcement duties; enforcing all city ordinances, codes, state and federal laws.

· Provides community policing by conducting area and district patrol of residential and commercial areas, and may perform foot patrol of problem areas near homes, schools and parks as needed. Has a positive attitude when interacting with the community, and a sense of empathy and a compassionate and caretaking demeanor.

· Exercises independent judgment in determining when to detain, search and/or arrest a person, and the appropriate degree of force to use.

· Responds to calls when dispatched to investigate citizen complaints; reports incidents of crimes in progress or discovered, traffic accidents or disturbances.

· Monitors traffic and ensures safety through surveillance operations and the issuance of traffic violations where necessary.

· Provides emergency assistance at accident scenes and in other situations that involve emergency medical service assistance.

· Prepares law enforcement reports, documentation, sketches, and drawings as required to ensure that police records are maintained as required.

· Conduct lawful searches of persons, vehicles and places. Execute search warrants and inventory and document the recovery of property or evidence.

· Attends training and meets minimum training requirements to maintain certification as a Police Officer as required by Colorado Peace Officers Standard and Training (POST).

OTHER DUTIES AND RESPONSIBILITIES:

· Operates a personal computer with assigned software and the Colorado/National Crime Information Center (CCIC/NCIC) computer; shares information with other law enforcement agencies through the Colorado Bureau of Investigation (CBI).

· Provides training and support for new recruits as assigned.

· Provides crime prevention education to the public as assigned.

· Conduct investigation activities of criminal and non-criminal events. Interview victims, witnesses and suspects and document their statements in written reports or detail formal statements.

· Performs other related duties and special projects as assigned by City ordinance and/or Police Department supervision.

· Adheres to all state and federal laws and city ordinances and follows all policies, rules and procedures as provided by the City of Monte Vista and Monte Vista Police Department.

· Never uses their authority as a police officer for personal gain or benefit.

KNOWLEDGE, SKILLS AND ABILITIES:

· Ability to learn and then demonstrate knowledge of department’s policy and procedures, City personnel policies, municipal code and state and federal law related to law enforcement.

· Knowledge of law enforcement procedures and standards and the ability to conduct law enforcement duties including arrest control, firearm safety, DUI restraints, high risk stops and controlled substance detection.

· Knowledge and ability to maintain public order within the community. Respond to threatening situations promptly to locate, identify and arrest potentially dangerous persons. Arrest and detain physically resisting persons in a non-lethal manner. Participate in crowd control activities including the organized dispersal tactics using non-deadly force.

· Strong interpersonal and organizational skills and tact; the ability to handle stressful situations, work well under pressure, interact with all types of individuals, resolve problems and manage conflict, identify threatening situations and de-escalate aggressive behavior.

· Knowledge of police tactics and procedures including arrest techniques and procedures, hand cuffing, conducting searches on people and in buildings, self-defense tactics, suspect booking and the, advisement of rights, property handling, and qualification and proficiency in using assigned firearm(s).

· Ability to operate motor vehicles safely under various conditions and circumstances. Operate a motor vehicle safely while being observant for traffic law violations, suspicious persons or events or other hazards. Operate a motor vehicle safely in severe weather; including rain, wind and snow storms. Operate an emergency vehicle with red lights and siren safely with due regard for the safety of other drivers.

· Skill and ability to learn and use required computer software applications.

· Ability to communicate with the general public on topics related to crime prevention and enforcement.

· Ability to own a firearm. Ability to safely and accurately discharge a handgun and patrol rifle.

· Skills in utilizing problem-solving strategies. Ability to mediate resolutions to problems.

· Ability to write effective and comprehensive reports.

· Ability to present evidence in legal proceedings. Testify in civil and criminal proceedings. Establish expertise and render opinions and interpretations in areas where adequate training has been provided.

· Knowledge of current technological capabilities and applications.

· Ability to be on-call 24 hours a day, 7 days a week and to work long hours on all shifts as required.

· Ability to establish and maintain effective working relationships with employees, supervisors, outside organizations and the general public.

· K-9 knowledge: Care for, maintain and utilize a dog consistent with law enforcement purposes, if assigned as K-9 handler. Control a dog and other animals as needed, verbally and physically, and to maintain a position of control over the animal while treating them humanely.

· Ability to do lifting, bending, climbing, reaching, overhead pushing and pulling and running as needed.

EXPERIENCE AND TRAINING:

Minimum Education: High school diploma or GED equivalent.

Job Requirements:

· Must be U.S. citizen at time of application

· Requires a valid unrestricted driver’s license at the time of application and a valid, unrestricted Colorado driver’s license by date of hire

· Current Colorado POST Certification and certification in First Aid and CPR.

Special Training or Experience: Successful completion of handgun qualification; ASP, Intoxilyzer, radar, blunt munitions (bean bags) and taser training; specialized first responder training.

WORK ENVIRONMENT AND PHYSICAL DEMANDS:

The physical demands described here represent those that must be met by the employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions.

The work environment for this position primarily involves outdoors and occasionally indoors, with frequent exposure to extreme temperatures and all weather conditions. Work is performed year-round with regular exposure to any of the following: loud noise, heavy traffic, and some hazardous situations. The noise level in the work environment is usually moderate with times of increased noise.

Due to the nature of this position, periods of high activity and stress in emergency situations will exsist, often after extended periods of sedentary activity, under demanding conditions, along with the handling of dangerous or hostile and/or threatening individuals.

While performing the duties of this job, the employee will regularly sit, stand, and walk. The employee is frequently required to utilize hands and fingers to feel, or operate objects, tools, or controls. The employee must occasionally push, pull or lift weight up to 100 lbs. Frequently will be required to operate a variety of motor vehicles.

This position will necessitate occasionally being around hazardous conditions such as slippery walkways, pavement, roads.

Specific vision abilities required by this job include near and far vision acuity. Frequently using depth perception, color discrimination and peripheral vision.

Must have the ability to hear, understand, and distinguish speech and/or other sounds (e.g., telephones, doorbells, alarms); communicate clearly and effectively; understand and be understood; be able to consistently engage in conversation. The noise level of this position is moderately loud.
