City of New Haven is Hiring a Traffic Safety Engineer - Vision Zero Near New Haven, CT

Introduction
PRIMARY FUNCTIONS
This is professional work in traffic and transportation engineering. This position will be under the general direction of the Director and have the charge of preparing recommendations and plans for traffic safety improvements under the City's Vision Zero program or Comprehensive Traffic Safety Plan. Will coordinate City's traffic safety improvements to align with the goals of the Automated Enforcement Program .

TYPICAL DUTIES AND RESPONSIBILITIES

  • Designs, modifies, and coordinates traffic safety improvements with the goals of the City's Vision Zero/Comprehensive Traffic Safety Plan and Automated enforcement program.
  • Prepares traffic projections and geometric plans for roadways and related traffic control devices in accordance with the City's Vision Zero/Comprehensive Traffic Safey Plan and Automated Enforcement Program.
  • Compiles statistics and data to identify high traffic crash locations. Prepares recommendations from such analysis as required for the City's traffic safety programs and Automated Enforcement Program.
  • Prepares required reports for the City's traffic safety programs and Automated Enforcement Program.
  • Conducts specialized surveys to gather critical data for traffic engineering and transportation planning analysis as related to Vision Zero.
  • Coordinates with other City Departments for the efficient and effective operation of the City's traffic safety and Automated Enforcement programs.
  • Trains and supervises assigned personnel.
  • Provides support to senior staff for public meetings related to traffic projects and updates on planned improvements.
  • Performs related work as required.

EDUCATION, QUALIFICATIONS & EXPERIENCE
Internal candidates under consideration.
Graduation from an accredited four-year college or university with major course work in civil engineering, traffic engineering, or a closely related field; and 3 to 5 years of engineering experience including 1 to 3 years of traffic engineering and transportation planning experience.
The candidate will have:
  • Connecticut Professional Engineering (P.E.) License or Registration by the date of hiring; or
  • Professional Engineering (P.E.) License or Registration from another state with the requirement to successfully reciprocate to Connecticut within twelve (12) months of hiring; or
  • Engineering-in-Training Certification by the date of hiring with the requirement to obtain a Connecticut Professional Engineering (P.E.) License or Registration within eighteen (18) months of hiring.

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

  • Thorough knowledge of the principles and practices of traffic engineering and transportation planning.
  • Thorough knowledge of traffic safety practices.
  • Thorough knowledge of traffic signal systems.
  • Ability to prepare complete plans, estimates, and specifications for major traffic engineering improvements - in particular improvements that have an emphasis on traffic safety.
  • Ability to prepare and make presentations to a variety of stakeholders.
  • Ability to supervise personnel.
  • Ability to establish and maintain effective working relationships with other employees, City Departments, and with the public.
  • Ability to prepare technical reports, specifications, and contracts for traffic safety improvement projects.
  • Ability to prepare reports as required for City's Vision Zero/Comprehensive Traffic Safety Program and Automated Traffic Enforcement Program.
  • Ability to analyze competing proposals and/or programs to determine trade-offs and/or effectiveness.
  • Ability to maintain any required certifications or training under CT General Statute and City Ordinances for the operation of the Automated Enforcement Program.
  • Ability to understand CT General Statutes and City's Ordinances regarding traffic laws and the use of the highway.
  • Understanding of CTDOT, FHWA, Manual on Uniform Traffic Control Devices (MUTCD), National Association of City Transportation Officials (NACTO), American Association of State Highway and Transportation Officials (AASHTO) and other design guidelines and standards as they apply to traffic engineering and transportation planning strongly preferred.

NECESSARY SPECIAL REQUIREMENTS

  • Must have and maintain a valid Connecticut Driver's License.
  • Connecticut Professional Engineering (P.E.) License or Registration by the date of hiring;

  • Professional Engineering (P.E.) License or Registration from another state with the requirement to successfully reciprocate to Connecticut within twelve (12) months of hiring;
-OR-
  • Engineering-in-Training Certification by the date of hiring with the requirement to obtain a Connecticut Professional Engineering (P.E.) License or Registration within eighteen (18) months of hiring.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT
This is a General Fund, "Tested" position.

This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees .

General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 10% of pay.
Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening accordance with the City's Drug Free Workplace Policy*, and (3) a 90-day probationary period. Instructions and information on this pre-employment process are included in Conditional Offer of Employment.
Pursuant to the Federal Drug Free Workplace Act of 1988, The City of New Haven has a adopted a Drug Free Workplace Policy. The City of New Haven requires a pre-employment drug test, which includes screening for marijuana.
