Facilities Management manages, maintains, and operates 55 City-owned court and office buildings totaling more than 15 million square feet. These buildings are located throughout the City and include City Hall, the Manhattan and Brooklyn Municipal Buildings, and the Borough Halls. As the landlord, Facilities Management provides base building services to keep these buildings fully functional and operational through seven units: Building Services, Contract Services, Energy Management, Fire and Life Safety, Mechanical Maintenance & Operations, and FM Operations
Building Services provides regular interior and exterior cleaning and maintenance services to tenants. Services range from trash pickup and restroom cleaning to pest control, recycling, and minor repairs. Staff includes custodians and maintenance workers, totaling more than 650. The Senior Building Custodian of each DCAS-managed building is considered the facilities manager of the building.
Responsibilities
  • Directs monitors and evaluates subordinates staff; oversees the enforcement of safety requirements
  • Responsible for managing Building Services’ estimated 5 million dollar budget
  • Prepares, submits and presents reports of findings and conditions of Court and non-Court facilities, as well as, any corrective action plans
  • Prepares budgetary request for the operational needs of the Building Services Unit, including all justifications and any other requested information
  • Enforces all Agency policies and procedures
  • Monitors overtime to ensure adequate and equal distribution
  • Works with MWBE and non MWBE vendors to identify and procure goods and services
  • Prepares and reviews Personnel Action Requests for Building Services staff
  • Identifies and resolves operational deficiencies
  • Creates, implements and enforces policies and procedures
  • Analyzes Archibus data to develop metrics and KPIs.
Minimum Qualifications
  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
  • A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
Preferred Skills
  • Proven experience as Director of Operations or equivalent position - Excellent organizational and leadership abilities - Outstanding communication and people skills - Significant experience working with Microsoft Office Suite, including Excel - Strong interpersonal skills and ability to interact with stakeholders at all levels - Knowledge of data systems such as FMS, PASSport, ARCHIBUS - Working knowledge of data analysis and performance/operation metrics - Demonstrated track record for flexibility and urgency in prioritizing and organizing projects including flexibility with prioritization and planning when unexpected events occur.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
