The Department of Homeless Services is comprised of 2,000 employees and with an annual operating budget of over $1 billion. DHS is one of the largest organizations of its kind committed to preventing and addressing homelessness in New York City, collaborating with other Public Agencies and Not-For-Profit partners. DHS works to prevent homelessness before it occurs, reduce street homelessness, and assist New Yorkers to transition from shelter into appropriate permanent housing.
The Health Services Office at the Department of Social Services (DSS) mission is to improve the health and well-being of New Yorkers experiencing homelessness, reduce morbidity and mortality, thereby increasing their chances of succeeding in permanent housing and independent living, improving access to care and health outcomes for low-income and vulnerable populations. The Office brings public health and evidence-based interventions to DSS in the areas of health, mental health, substance use, and nutrition and our staff work with other divisions at DSS and with shelter and clinical providers on linkage to health services, coordination with hospitals and other health care providers, implement interventions, conduct programmatic research and evaluation, and provide medical consultation.
The Enhanced Health Services Program is design, implement, and manage the day-to-day operations of the new Enhanced Health Services Program, which will cover a minimum of eight Safe Havens, with potential for expansion. a program aimed at reducing premature morbidity and mortality among vulnerable street homeless clients, including those impacted by serious mental illness, risk for violence and/or incarceration, and the opioid epidemic, which causes the highest number of deaths among DHS clients. Oversee the implementation of a completely new medical services program across eight sites in collaboration with a licensed medical provider, including using data for evaluation and monitoring; identify training needs and develop content; direct and supervise staff and provide guidance and technical oversight to Enhanced Health Services Program sites.
The Department Of Homeless Services (DHS) Is Recruiting For One (1) Administrative Director Of Social Services M-III To Function As Director Of Health Services Who Under Will
  • Perform highly complex duties to oversee the design, implementation, program development, monitoring, and oversight, of new Enhanced Health Services Program; to which provision of comprehensive health services for medically complex clients in the DHS Street Solutions Safe Havens and Outreach portfolios are provided.
  • . Oversee training on all related DHS Policies, Procedures, and systems. Plan and develop new initiatives; train staff on relevant policies and procedures; provide indirect supervision for the Enhanced Health Services Program staff at DHS Safe Haven and street homeless sites.
  • Manage the program development and collaboration between external medical providers and their affiliated clinical services staff and DHS program staff (including Program Administrators, Program Analysts, Assistant, Associate, and Deputy Commissioners) for DHS Street Homeless Solutions.
  • Develop and implement methods to receive and process at least 1,000 referrals per year. Supervise staff, and directly oversee the process of referral, service engagement, and permanent housing placement for all successful referrals. Ensure the accuracy of all data reported in CARES and HMIS.
  • Ensure Enhanced Health Services Program compliance with all Federal, State, and Local requirements, as well as all Federal Audit requirements.
  • Provide medical consultations whenever requested and appropriate from DHS and sites. Review cases, communicate with Program Administrators and Assistant/Associate/Deputy Commissioners concerning cases under review. Coordinate and negotiate with health care facilities and hospitals regarding critical client’s issues, including clients possibly inappropriately discharged from health care facilities or in need of a higher level of care than what Safe Haven can provide.
  • Collaboration with the Chief Medical Officer, Director of Health Planning and Evaluation, Director of Special Populations, Director of Mental Health Services and The Office of Medical Director, to develop related plans for applied programmatic research, quality monitoring and evaluation, that relates to the reduction and prevention of two critical areas: chronic street homelessness and premature morbidity and mortality amongst people experiencing unsheltered homelessness, in particular, those with disabilities and/or serious life-limiting illness. Conduct relevant research to improve program development and implementation in these two focus areas.
  • Represent the Agency and participate in various planning groups and task forces and respond to emergencies.
Hours/Schedule: Mon-Fri 9AM-5PM, Managerial
Minimum Qualifications
  • A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, in a large governmental agency, business firm, civic or community organization operating in the area of social services, including one year at the administrative or managerial level; or
  • Education and/or experience equivalent to "1" above. Graduate education or a license may substitute for up to a maximum of three years of experience in the area of social services, but not for the one year of experience at the administrative or managerial level as described in "1" above, as follows:
  • A master’s degree from an accredited college or university in accounting, business, child welfare, counseling, economics, education, finance, human resources, labor relations, management, management science, nursing, operations research, organizational behavior, personnel or public administration, political science, psychology, sociology, social work, statistics, and/or urban studies may substitute for two years of experience; and/or
  • Graduate education beyond the baccalaureate degree may be substituted at the rate of 30 semester credits from an accredited college or university in the area(s) listed in “2(A)” above for each year of experience up to a maximum of three years; or
  • A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work (LMSW) may substitute for three years of experience.
However, all candidates must have a baccalaureate degree from an accredited college and one year of experience at the administrative or management level as described in "1" above.
