Under direction from the Director of Finance and Procurement, with wide latitude for independent initiative and judgment, performs difficult professional work for a wide variety of grant-funded construction and/or complex capital contracts to facilitate and ensure effective grant management and administration for the Staten Island Ferry. The Grants Manger & Special Projects Coordinator will also, at the direction of the Director of Finance and Procurement, act as the lead for any special projects for the Administrative Division of the Staten Island Ferry. Performs related work.
Examples Of Typical TasksWorks closely with the Ferry Division staff to coordinate responsibilities with the activities of other DOT management, staff and external agencies responsible for the planning, implementation and oversight of grant projects and programs. Perform complex management and administration of grants from numerous sources, including FTA, FHWA, FEMA and others, valued over $450M. Analyze progress of grants and contracts. Perform in-depth research, interpretation, and analysis of grant requirements. May develop research methods and carry out highly complex research and technology and systems implementation projects. Draft and assist in drafting grant applications and proposals, including creation and review of all required documents. Perform tracking of grant expenditures and prepare and review grant claims related to the use of non-City funds for personnel and non-personnel expenditures. Ensure that claims meet eligibility guidelines for different federal and state funding sources. Develop reports on the status of claims, dollars spent on each grant and actual reimbursements. Coordinate, prepare and perform all monthly, quarterly, and annual reporting for grant funded projects. Combine and report information from divergent sources, such as from contracts and in-house staff, to assess and analyze funds used in total for certain projects and programs. Prepare and review procurement documents in accordance with federal and state regulations. Coordinate with Division project managers and staff to effectively track and monitor projects. Prepare summary reports and recommendations to continue funding, provide additional funding, or defund contracted projects, programs, and services. Examine, evaluate and analyze processes and workflows of the various processes of the Division to identify areas where efficiencies may be found. Research new processes and technologies which could help realize more efficient workflows. Coordinate with IT and other divisions to help implement new technologies into Ferries Administration. May collect, analyze, and report funding commitments associated with use of Division staff. May represent the Division at internal and external meetings when appropriate. May directly or indirectly supervise staff and support other staff on an as needed basis.
Preferred SkillsAbility to communicate effectively in verbal and written form. Ability to interact professionally with a diverse group of executive, administrative and other subdivision staff. Must have strong Microsoft Word, Excel, and analytical skills.
Additional InformationTWIC Requirement: Once selected for employment at the Staten Island Ferry, federal regulations require that the applicant must either undergo a federal background check as part of the Transportation Worker Identification Credential (TWIC) program or already possess a TWIC. The TWIC must be obtained within 30 days of appointment, and be maintained for the duration of employment. Minimum Qualifications
  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
  • A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
