About OathThe City of New York’s Office of Administrative Trials and Hearings (OATH) is the nation’s largest administrative tribunal, holding approximately 400,000 trials and hearings a year. As the City’s central, independent administrative law court, OATH adjudicates a wide range of matters filed by nearly every city agency, board and commission. OATH also houses the Center for Creative Conflict Resolution which provides mediation and restorative justice support to City government agencies and the general public, and the Administrative Judicial Institute, a resource center that provides training, continuing education, research and support services for administrative law judges and hearing officers.
Job DescriptionThe Office of the General Counsel (OGC) provides legal services and guidance to executive agency staff, tribunal personnel, and the Clerk’s Office. The OGC plays a key role in supporting and strengthening the agency’s legal foundation and mission through legal analysis, research and writing, and advice.
The OGC Seeks a Dynamic And Thoughtful Person To Serve As a Member Of Its Legal Research Support Staff. This Person Will Have Extensive Responsibility In The Support Of OGC To Retrieve Database Records, Conduct Research, And Investigate Incidents Arising From All Legal Matters Affecting OATH. His Or Her Primary Responsibility Will Be To
  • retrieve electronic and paper hearing records in response to litigation, subpoenas, and Freedom of Information Law (FOIL) requests
  • gather records for submission of bankruptcy claims
  • archive and maintain litigation records
  • conduct complaint and misconduct investigations
  • review outside-employment applications.
Additional Legal Research Support Staff work includes liaising with OATH divisions, external agencies, and members of the public. Good writing, research, interpersonal, and communication skills are required. The ideal candidate pays attention to details and exercises sound judgment. Commitment to public service is an asset.
Duties Include But Are Not Limited To
  • Reviewing and gathering records from agency and external databases and online resources;
  • Reviewing and preparing documents for Article 78 litigation, subpoenas, and bankruptcy claims;
  • Responding to FOIL requests through the City’s OpenRecords site;
  • Redacting video and audio files in accordance with FOIL;
  • Conducting interviews of City employees and members of the public;
  • Performing special projects as requested by the General Counsel; and
  • Maintaining a high degree of professionalism.
The ideal candidate works well in a team comprised of attorneys and non-attorneys, enjoys multitasking.

Minimum QualificationsQualification Requirements
  • High school graduation or equivalent and three years of experience in community work or community centered activities in an area related to duties described above; or
  • Education and/or experience which is equivalent to "1" above.
Preferred Skills
  • Familiarity with adjudication databases: NYCServ, ATAS, AIMS, IBM CM Navigator. - Familiarity with OpenRecords. - Proficient in Microsoft office: PowerPoint, Excel, Outlook, Word. - Familiarity with video/audio file editing. - Familiarity with virtual meeting applications, such as Teams, WebEx, and Zoom. - Good oral and written communication skills. - History of volunteerism, such as service in the AmeriCorps or Peace Corps, is viewed favorably.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
