REPRESENTATIVE
CITY CLERK
Newport News, Virginia
GENERAL STATEMENT OF RESPONSIBILITIES
Under general supervision, this position performs routine administrative duties in support of various
projects and assignments for Newport News City Council members.
ESSENTIAL JOB FUNCTIONS
This list of tasks is ILLUSTRATIVE ONLY and is not a comprehensive listing of all functions and duties
performed by positions in this class.
Serves as a liaison between city council members and the community with assistance to constituent
inquiries.
Works directly with Council members on sensitive constituent issues and assists in problem solving.
Represents city council members at special events in times of absence.
Coordinates, identifies, contacts, and confirms speakers and/or participants for city events.
Composes confidential correspondence, performs research, conducts surveys, and prepares statistical
analysis to complete assigned projects.
Help maintains calendar of events/activities and schedules appointments/meetings for elected officials.
Informs Council members of pertinent information and action items that require immediate attention.
Provides constituent service and assistance to citizens with questions, comments, or complaints.
Create and develop constituent outreach plan (social media, newsletter, etc.)
Prepares ad hoc task for city council members.
Performs other duties as assigned.

REQUIRED KNOWLEDGE
Office Administration – Knowledge of office systems, practices, procedures, and administration.
Knowledge of general office equipment and personal computers to include word processing,
spreadsheet, and related software.
Customer Service – Considerable knowledge of principles and processes for providing customer
service. This includes setting and meeting quality standards for services, and evaluation of
customer satisfaction.
REQUIRED SKILLS
Interpersonal Relationships – Develops and maintains cooperative and professional relationships
with employees and all levels of management.

Computer Skills – Utilizes a personal computer to enter and retrieve information.
REQUIRED ABILITIES
Communication – Ability to effectively listen and understand information and ideas being
presented verbally and in writing.
Time Management – Ability to plan and organize daily work routine. Ability to establish priorities
for the completion of work in accordance with sound time-management methodology.
EDUCATION AND EXPERIENCE
Requires a High School diploma or equivalent, with any combination of education, experience or
training that equates to proven knowledge, skills, and abilities (generally obtained through one year
of work experience in an administrative or customer service role).
ADDITIONAL REQUIREMENTS
Requires an acceptable general background check to include a local and state criminal history check.
PHYSICAL REQUIREMENTS
Requires the ability to exert light physical effort in sedentary to light work.
Some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10
pounds).
Tasks may involve extended periods of time at keyboard or workstation.
Mobility for constant travel.
Ability to work remotely.
SENSORY REQUIREMENTS
Some tasks require the ability to perceive and discriminate sounds and visual cues or signals.
Some tasks require the ability to communicate orally.
ENVIRONMENTAL EXPOSURES
Essential functions are regularly performed without exposure to adverse environmental conditions.
